A. Asistența stradală
Intervenția noastră prin programul de asistență socială stradală a urmărit în 2015, asemenea
anilor precedenți, imbunătățirea calității vieții persoanelor fără adăpost. Pentru realizarea acestui
scop e nevoie ca simultan să ai informații și să cunoști atât situația persoanelor fără adăpost cât și
pe cea a serviciilor care pot fi oferite acestor persoane prin intermediul instituțiilor de profil
partenere.
Intr-o primă etapă am mărit numărul echipelor de intervenție în stradă pentru a fi capabili să
acordăm atenție specială și timp fiecărei persoane contactată în activitatea de teren din București
și pentru a putea răspunde mai prompt nevoilor acestor persoane.Prin vizite zilnice în zonele
noastre tradiționale de lucru am menținut contactul cu beneficiarii mai vechi , am evaluat și
inventariat nevoile formulate de ei, dar și pe cele mai slab conștientizate și neexprimate de către
ei .Echipele de lucrători stradali au identificat zone noi în care își organizaseră existența
beneficiari cunoscuți din anii trecuți și persoane necunoscute, ajunse de mai puțin timp în stradă.
In condițiile unui număr redus de lucrători stradali din sistemul public și/sau privat ne-am extins
aria de intervenție zilnică în favoarea persoanelor fără adăpost la nivelul întregii Capitale.
Am organizat doua campanii de informare completate pe parcursul anului cu acțiuni periodice
de distribuire a unor fluturași conținând informații despre serviciile oferite de asociația noastră și
datele de contact ale lucrătorilor noștri stradali. In cursul campaniilor de informare am intrat în
contact cu persoane din comunitate cărora le-am prezentat activitatea noastră de teren; unele
dintre ele ne-au semnalat ulterior diverse situații dificile care aveau loc în stradă contribuind astfel
la reușita acțiunilor noastre de identificare și asistare a persoanelor fără adăpost.
Am constatat că obiceiul majorității persoanelor fără adăpost de a migra dintr-un loc într-altul
al Capitalei s-a manifestat și în 2015. Migrația dintr-un loc într-altul și fluctuația numărului
persoanelor fără adăpost în funcție de anotimp sunt doar două dintre motivele care impun
considerarea cu anumite rezerve a rezultatelor evaluărilor cantitative realizate de-a lungul celor
peste 20 de ani de asistență stradală .Dorința noastră de a monitoriza în timp real situația din
teren s-a îndeplinit în cursul acestui an. Activitatea a fost susținută de asistenți sociali împărțiți în
echipe de câte două persoane care au acționat independent una de cealaltă pe timpul zilei, dar și la
orele înaintate ale nopții. Cu ajutorul unui chestionar conceput în cadrul organizației noastre, a
telefoanelor mobile si a unui soft special am reușit nu doar să cunoaștem cu fidelitate situația
oamenilor din stradă, dar mai ales să intervenim adecvat și prompt la nevoile acestora.
Pe parcursul anului 2015 au fost contactate 342 de persoane fără adăpost cărora le-au fost
evaluate nevoile, ulterior unora dintre acestea fiindu-le întocmite planuri de intervenție
personalizate. 47 de persoane au fost consiliate și acompaniate în obținerea unor acte de
identitate , servicii medicale și găzduire pe timpul iernii .
B. Ajutor de urgență
Programul a ajutat un numar de 87 de persoane să treacă fără probleme majore peste anotimpul
rece.Programul de ajutor de urgență a reusit sa imbunatateasca conditiile de viață ale acestor
persoane astfel:
- 32 copii din familii defavorizate au primit încălțăminte și îmbrăcăminte de iarnă;
- 2 familii au primit câte un aragaz;
- 5 familii au primit butelii , iar pentru 7 familii au fost încărcate cu regularitate buteliile cu
gaz;
- Au fost achizitionate și distribuite sobe pentru gătit unui număr de 3 familii ;
- 57 de persoane dintre care 15 cu boli cronice au avut asigurate consultațiile și tratamentele medicale;
- A fost asigurată deplasarea a 5 persoane fără adăpost din București , spre localitățile în
care acestea domiciliaza;
- In funcție de nevoi si solicitări persoanelor fără adăpost le-au fost furnizate articole de
îmbrăcăminte,încălțăminte și hrană ;
- 28 de persoane fără adăpost au fost însoțite și li s-a facilitat accesul în adăposturile de
urgență;
- 12 familii au primit periodic lemne pentru foc;
C. Centrul pentru Familie
Uneori, atunci când un om îți povestește viața și multitudinea de necazuri cu care se
confruntă te gândești că nu ai soluții, că nu-l poți ajuta să iasă din acel carusel al nevoilor. Dar,
după ce așezi cu răbdare într-o anumită ordine piesele de puzzle observi că există totuși câteva
piese pe care, împreună cu beneficiarul, le poți reconstrui. Procesul este lung, anevoios și nu de
puține ori constați că în loc să refaci piesele care lipsesc , mai pierzi pe drum din cele pe care le
aveai. Atunci te întorci și începi din nou să construiești .
Drumul pe care-l parcurgi nu este nici neted , nici
liniar ci sinuos și plin de obstacole. Astfel de pilda,
în spatele obtinerii unei cărți de identitate în cazul
unui client care nu poate dovedi cu acte existența
spațiului său de locuit există doar măiestria
asistentului social de a relaționa cu funcționarul de la
ghișeu pentru a evita răspunsul sec : ”nu se poate
elibera un act de identitate fără contract de spațiu”.
Noi, asistenți sociali, psihologi , toți cei care lucrăm
în programul ASIS știm că piesele de puzzle se află
în permanență în buzunarul beneficiarului , doar că
uneori acesta nu le poate găsi singur , iar odată
găsite mai are nevoie de ajutor ca să le așeze pe
toate în ordine.
In anul 2015 programul ”Centru pentru Familie” s-a
ocupat și a rezolvat problemele unui număr de 302
persoane dintre care 102 copii ( 84 elevi ) , 11 tineri
adulți și 189 adulți - părinți și bunici.Privind în
urmă la copiii din programul nostru îi descoperim la
început de drum, cu dificultăți majore în sfera
adaptabilității și a respectării normelor sociale , mulți dintre ei cu un randament școlar scăzut. Strategia de lucru
gândită de noi pentru îndreptarea acestui comportament a
pus accent în egală măsură pe desfășurarea unor activități
educaționale formale și non-formale , pe stimularea
interesului pentru școală, a spiritului competitiv și a
dorinței de autodepășire.
84 de copii au fost sprijiniți în cursul anului în
continuarea studiilor prin: înscriere /reînscriere la școală,
asigurarea unei gustări zilnice, suport în efectuarea temelor
școlare, asigurarea necesarului de rechizite școlare, ,
medierea relațiilor școală – copil – părinte )
83 de copii au promovat anul școlar ( 27 au făcut progrese
notabile confirmate de diriginții și profesorii de la clasa de
care aparțin acești copii).
Copiii au fost implicați în diverse activități care le-au stimulat și
permis să-și pună în valoare creativitatea, să descopere noi zone de interes , să-și îmbogățească
cunoștințele , să se cunoască mai bine.
Activitățile non-formale au vizat cu preponderență
relaționarea cu semenii , construirea unor relații sociale
care să promoveze spiritul de echipă, apartenența la un
grup social , întrajutorarea în cadrul grupului și inter-
grupuri .
Rezultatele școlare bune obținute de beneficiarii
noștri alături de atitudinea pozitivă manifestată de
majoritatea copiilor în fața rezolvării diverselor sarcini
individuale sau în grup constituie pentru noi dovezi care
susțin eficiența metodelor de lucru alese de către echipa
ASIS.
11 tineri adulți au fost înscriși , iar 9 au absolvit
déjà cursuri de calificare în diverse meserii ( frizer,
manichiură-pedichiură , motostivuitor, șofer, patiser,
bucătar, infirmieră și asistent medical ).
Grație calificărilor obținute 3 tineri au câștigat câte un
loc de muncă stabil.
Cei 189 de părinți au fost în mod constant implicați în activitățile noastre.
In cadrul întâlnirilor periodice organizate cu ei le-am adus la cunoștință progresele înregistrate de
copii și de fiecare dată i-am încurajat să aprecieze efortul copiilor. ( majoritatea părinților nu își
laudă copiii și nu acordă importanță progresului și lucrurilor bune pe care aceștia le fac)
Sesiunile de informare/instruire avute pe parcursul întregului an, temele abordate au avut ca
rezultat un grup de părinți mai responsabili, mai atenți la nevoile propriilor copii, mai prezenți în
activitățile copiilor și nu în ultimul rând mai pregatiți să facă față provocărilor zilnice impuse de
statutul de părinte.
Suportul acordat familiilor din program s-a concretizat de asemenea în :
obținerea diferitelor acte de identitate ( 25 cazuri ) , a alocației de stat pentru copii ( 3 cazuri), a
unor prestații sociale și financiare, burse școlare ( 52 cazuri), a inregistrării tardive a nașterii (2
cazuri), demersuri medicale ( 198 cazuri) precum și înscrierea copiilor in diferite forme de
învățământ ( 37 cazuri).
Activitățile noastre de peste an au fost susținute constant de 24 cadre didactice , dascăli ai copiilor
înscriși în program și de 12 voluntari din rândul elevilor de liceu. Împreună am construit planuri
individuale de lucru cu copiii , împreună i-am sprijinit pe cei care prezentau lacune în educație și
tot împreună am sărbătorit și ne-am bucurat de succesele obținute.
D. Consiliere psihologică
In 2015 intervențiile serviciului psihologic au avut drept scop creșterea randamentului
școlar în rândul copiilor din familiile defavorizate incluse în programul ”Centru pentru familie.”
Am pornit în demersul nostru de la ipoteza conform căreia modul în care părinții administrează
relațiile pe care le au cu propriii copii, influențează randamentul școlar al acestora din urmă.
Apropierea de familie și interacțiunea cu ea au avut loc nu doar la sediul asociației ci și la
domiciliul familiei.
Observația și interviul nestructurat, metode utilizate cu ocazia vizitelor în familie au oferit date
suplimentare privind relațiile din cadrul familiei, ajutând în mod semnificativ la realizarea
planului de intervenție pentru fiecare copil în parte.
Concluziile vizitelor noastre au semnalat, în totalitatea cazurilor, nevoia de îmbunătățire a
relațiilor intrafamiliale . Pentru ca acest proces sa devină dinamic am considerat necesară
utilizarea unui instrument care să valideze intervenția noastră. Astfel cu ajutorul unei baterii de
teste psihologice am inițiat un proces de evaluare compotamentală a copiilor din program.
Etapa aplicării chestionarelor a fost precedată de câteva sesiuni de informare și consultare a
părinților.Grupul celor care au participat la evaluare a fost format din copii, părinti/bunici și cadre
didactice, iar chestionarele au fost aplicate in cadrul unor ședințe individuale eșantionului de 45
de persoane.
Pentru fiecare copil a fost realizat un profil comportamental care a relevat percepția copilului, a
membrilor familiei și a reprezentaților instituțiilor de învățământ, referitoare la comportamentele
afișate raportate la același sistem de referință.
Rezultatele evaluării au fost prezentate familiilor în cadrul unor întâlniri avute
cu psihologul centrului , ulterior fiind stabilite obiectivele procesului de consiliere psihologică.
Analiza rezultatelor evaluării a relevat faptul că majoritatea copiilor au dificultăți de relaționare
cu propriii părinți și în general nu reușesc să dezvolte relații sociale. Elementul activator al
acestor disfuncții de relaționare este diferit de la un caz la altul. In unele situații sărăcia și
influențele ei asupra climatului familial , alteori rezonanța unor disfuncții severe în cadrul
familiei extinse cu efecte directe asupra
copilului și de cele mai multe ori
rigiditatea părinților manifestată atăt în
procesul educațional cât și la nivel
emoțional.
In mod izolat au fost semnalate
comportamente agresive și dificultăți de
vorbire precum și interes față de școală
slab manifestat.
Consilierea psihologică ca proces
subsecvent evaluării a presupus în cazul de
față participarea împreună cu copiii a
tuturor persoanelor implicate în educația
lor( părinti, bunici).Prezența constantă a
părinților la sesiunile de consiliere
psihologică alături de interesul manifestat
în timpul activității au constituit pentru noi
dovezi ale eficienței metodei alese. De
altfel reacțiile copiilor și ale celorlalți membri ai familiei au confirmat
modificările pozitive în comportamentele
manifestate în cadrul familiei.
O altă consecință a intervenției
noastre a constituit-o creșterea gradului de
implicare a părinților în viața propriilor
copii. Faptul că părinții au putut discuta într-o altă manieră , într-un cadru în care se simt ascultați
despre relațiile din familie, le-a reamintit că misiunea lor față de copii este mult mai complexă și nu se rezumă doar la asigurarea nevoile de bază.
În anul 2015 serviciul psihologic a furnizat pentru un număr de 35 de clienti , 246 de ședințe
de consiliere psihologică ( dintre care 28 pentru 5 clienți referiți de Serviciul de Probațiune de pe
lângă Tribunalul București )
In anul școlar 2015 , 83 de copii ( din 84 care au frecventat programele asociației ) au promovat
clasa , iar 27 au făcut progrese notabile confirmate de diriginții și profesorii de la clasa de care
aparțin acești copii.
Ne lăudăm cu rezultatele copiilor și suntem mândri că am avut o mică contribuție la succesul lor.
2. Câțiva dintre beneficiarii noștri, problemele lor , rezultatele
noastre ......................
.
VE are 58 ani și îl are în grijă pe VF- fiul unicei sale fiice care a
decedat în urmă cu 7 ani. După moartea fiicei sale, la câteva luni
femeia și-a pierdut și soțul. VF are 11 ani este elev în clasa a șasea
și este singura rudă în viață a doamnei VE. Tatăl lui VF este
dependent de heroină și nu participă la creșterea și educația fiului său.
Copilul are probleme de sănătate (este astmatic si supraponderal), se
manifestă cu agresivitate față de bunică, iar rezultatele lui școlare
sunt slabe.
VF a participat cu regularitate la programul educațional, iar situația
lui școlară s-a îmbunătățit considerabil copilul reușind să evite
corigența la două materii.Bunica a fost sprijinită ori de cate ori a
avut nevoie de medicamente pentru nepot și/sau pentru afecțiunile
proprii.
VE și VF au participat împreună la ședințele de consiliere
psihologică orientate spre diminuarea agresivității copilului. Relația
dintre cei doi s-a îmbunătățit de-a lungul timpului, în prezent
Dna M. în vărstă de 37 ani, mamă
singură cu 3 copii minori, cu probleme
de sănătate (Hepatita C). Cei 4
locuiesc cu chirie într-o garsonieră
confort III, având ca sursă de venit
alocațiile copiilor, câștiguri ocazionale
ale mamei și rareori o pensie
alimentară . Unul dintre copii urmează
cursurile unei Școli Speciale fiind
diagnosticat cu epilepsie focală
simptomatică și retard psihic.
Familia a primit cu regularitate
medicamentele prescrise de specialiști, rechizite școlare și alimente.
Fiul cu probleme de sănătate participă
la ședințe de consiliere psihologică ,
manifestările sale comportamentale
sunt ușor ameliorate.
Mama a beneficiat de consiliere și a
obținut un loc de muncă stabil.
RA este analfabetă și nu are niciun venit. Ea a fost diagnosticată și tratată
de TBC fiind în acelasi timp în evidența Spitalului de Psihiatrie pentru o
depresie severă care a debutat la moartea unuia dintre fiii ei. RA are în
grijă 2 minori: pe RS, fiul în vârstă acum de 12 ani și pe nepotul de 5 ani
rămas fără sprijin în urma decesului fiului cel mare al d-nei RA. Când
mama a fost internată în spital pentru o perioadă mai lungă, copilul RS ,
atunci în vârstă de 8 ani , a stat singur în casă fiind sporadic vizitat de
vecini. RS nu a frecventat nicio formă de învățământ preșcolar, iar lipsurile
lui în relaționarea cu terțe persoane au fost evidente.
RS a fost înscris la școală și inclus în programele
asociației ( suport educațional și consiliere
psihologică). Din momentul înscrierii în programul
nostru atât RS cât și mama acestuia primesc suport
medical (medicamente prescrise, controale de
specialitate).
Rezultatele școlare ale lui S (în lipsa oricărui suport
din partea mamei) sunt satisfăcătoare . Relația cu
colegii și personalul didactic este mult ameliorată
comparativ cu începutul.
SL, in varsta de 14 ani,
proaspătă mamică, fără
acte de
identitate,analfabetă. In
lipsa actelor mamei ,
nou-născutul nu este
nici el înregistrat. Cei
doi nu pot accesa
serviciile medicale,
alocația de stat pentru
copil, școlarizare sau
loc de muncă. SL fiind
minora, are nevoie de
mama sa pentru a obține
certificatul de naștere
tardiv și ulterior cartea
de identitate , iar apoi
actele copilului.
Mama are acte de identitate. Pentru
copilul în vârstă acum de 4 ani a fost
obținut certificatul de naștere tardiv si
au fost depuse actele pentru obtinerea
drepturilor sale (alocatii de stat, medic
de familie, tratamente si analize
gratuite, inscriere la
gradinita).Demersurile pentru obtinerea
actelor de identitate tadive s-au
desfasurat pe o perioada de 4 ani. Pe
durata derulării acestor demersuri
tânăra mamă a fost sprijinită moral și material (alimente, haine, medicamente,
lemne pentru foc etc) pentru a depăși situația de criză in care se afla, datorită
lipsei veniturilor.
Familia S : mama (24 ani, fara
acte, analfabeta) și doi minori : D
– 4 ani este imobilizat fiind
diagnosticat cu tetrapareza spastica
și F – 7 ani diagnosticat cu cancer
Azi, toți membrii familiei au
acte de identitate și beneficiază de
drepturile cetatenesti care li se
cuvin (servicii medicale gratuite,
alocatiile de stat pentru copii,
Familia S este formată din patru membri (doi părinți analfabeți si doi
copii de 1an și 7 ani ). Cu acordul bunicilor ,lipit de casa
acestora ,familia S a reușit să-și ridice o cameră si o bucătărie.
Familia trăiește în acest spatiu cu pereți netencuiți și pământ pe jos
nemaiavând resurse să-l finiseze.
Fiul cel mic are o deficiență locomotorie și are nevoie de
kinetoterapie. Copilul cel mare (SM) este diagnosticat cu epilepsie și

legale ca muncitor necalificat
la o spălătorie auto. Părinții nu-l pot înscrie pe BD în
clasa pregătitoare fără
sprijinul bunicilor, care pe
deasupra pun și presiune
asupra lor ca să se mute din
locuința lor.
Doamna SD are act de identitate.Copilul BD a
fost inscris la școală în clasa pregătitoare .
Domnul BG a absolvit un curs de calificare
profesională SB și are un loc de munca cu
contract.Copiii au primit suport educațional și au terminat cu bune rezultate anul școlar 2014-
2015. Doamna S a fost instruită și și-a format
deprinderi de scris –citit. Familia și-a
cumpărat și s-a mutat la țară într-o casă foarte
modestă . Copiii au fost transferați în
învățământul rural din zonă.Familia a fost
ajutată în mobilarea și dotarea noii locuințe
( pat, aragaz, butelie, canapea si lemne ).
Familia C , formată din doi adulți și doi copii. Ambii copii cu
probleme de vedere sunt incadrați în grad de handicap. Unul din cei
doi copii este nevăzător. Familia s-a mutat de la țară in București unde
locuiește cu chirie într-un spațiu extrem de mic și neadecvat nevoilor
specifice celor doi copii. Tatăl lucrează ca muncitor necalificat la un
centru de reciclare, iar mama sezonier la o firmă de marochinarie.
Sprijinită în regim de urgență pentru
a trece de perioada de iarnă, familia
S a primit lemne de foc, alimente și produse de igiena pentru bebeluș. M. participă regulat la programul de
lecții și la sesiuni de consiliere
psihologică vizând îmbunătățirea
calității atenției.Toți membrii
familiei participă la ședintele de
consiliere psihologică pentru
diminuarea comportamentului
agresiv și dezvoltarea și consolidarea relației intrafamiliale.
NN mamă singură cu
doi copii minori in grijă.
NN in vârstă de 29 de
ani a crescut într-un
centru de plasament
până la vârsta de 18 ani.
Copiii d-nei au fost
diagnosticați cu astm.
Cei trei locuiesc într-un
șopron din curtea casei
unei rude..
În urma depunerii dosarului pentru locuință, NN
a primit relativ repede o garsonieră confort II.
Pentru îndepărtarea unei posibile surse de
îmbolnăvire, am renovat locuința primită de la
Primărie – camera era plină de mucegai. Copiii au
fost încadrați în gradul I de handicap. Mama este
angajată ca însoțitor pentru cei doi copii. Copiii
au primit atât medicamentele prescrise de medici
cât și echipamentul medical specific pentru astm
(aparat aerosol, babyhaler).
Familia locuiește într- un apartament cu 2 camere având astfel
asigurate condițiilor minime de trai, impuse de problemele medicale
ale copiilor.
Mama a obținut dreptul de însoțitor pentru copilul nevăzător.
Mama a fost angajată cu contract de muncă la o firmă de
încălțăminte în așteptarea încadrării ei ca însoțitor la direcția de
asistență socială.
D-na DA are 2 copii CF (fiica , 16 ani) si DR
(fiu – 16 ani) din doua relații diferite.
Alături de copiii ei , d-na DA Iși duce traiul
zilnic așa cum poate, muncește ocazional,
locuiește pe unde apucă. CF a abandonat școala
iar DR a rămas repetent .
Mama a fost ajutată să se angajeze cu forme legale. CF a
urmat un curs de calificare în manichiura.
CF a rămas însărcinată și am îndrumat-o către un spital
care să-i monitorizeze sarcina.
DR a fost inclus în programul de suport educațional și și-a îndreptat considerabil situația la învățătura.Cei trei
locuiesc intr-o cameră închiriată și au condiții decente
de trai.
3. Mărturii
Venirea mea la ASIS mă ajută cu: învăţarea lecţiei zi de zi, luarea notei mai mari, rezolvarea
temei.Venirea la psiholog mă ajută cu un orar special : luni-miercuri si vineri -învățare ; marți și joi – joacă . Domnul Adrian este un om foarte bun, ajută copii când au nevoie de ajutor.

Asis m-a ajutat la lecţii toate doamnele, domnii m-au ajutat la lecţii, mi-au dat caiete,
ghiozdan, pix, stilou, creioane, bloc de desen, m-au ajutat să citesc, să scriu corect, să
calculez corect, să rezolv probleme corect, m-au ajutat să mă joc în parc, să ne jucăm pe
laptop, calculator şi să fim cuminţi.Psihologul m-a învăţat cum să mă port în centru, la
şcoală, cu colegii şi cu prietenii de la ASIS, să nu înjur, să nu mă bat cu copiii, să mă port
frumos cu prietenii mei. Ne-a mai ajutat cu reţetele de la doctor, ne scot la plimbare şi în
excursii.
R.S 12 ani, clasa 4
ASIS mă ajută la teme, ne dă caiete şi tot felul de rechizite şcolare.
Ne dă mâncare. Nu ne lasă neajutoraţi, Ne ajută mereu. Ne pune desene la
televizor, ne învaţă multe lucruri. Mai îmi fac şi prieteni noi. Câte o dată, ne mai duce şi în parc.
Mie îmi place foarte mult. Eu aş veni zi de zi aici.Ne lasă pe laptop sau la calculator. Ne lasă
afară, au foarte multe jucării.Dacă terminăm temele ne duc în parc sau ne lasă afară. Dacă plouă
afară ne lasă cu jucării. Psihologul mă ajută chiar foarte mult. Îmi spune nişte poveşti frumoase,

1. Programmes and services in 2015
A.Street social assistance
Our intervention through the social assistance programme aimed in 2015, similarly to previous
years, an improvement of life quality for homeless people. To accomplish this goal, it is necessary
to have both data and know the case of homeless people, as well as those of services to be offered
to those persons through the profile partner institutions.
In a first stage, we increased the number of intervention teams on street to be
able to provide special attention and time for each person contacted in the field work in Bucharest
and to be able to respond more promptly to the needs of these individuals.
We maintained the contact with older beneficiaries through daily visits in our traditional work
areas, we assessed and mapped the needs they expressed, as well as those less aware articulated
and unuttered. The teams of street workers identified new areas where beneficiaries known from
previous years organised their life, or unknown people, reaching the street recently. Given the low
number of street workers in the public and/or private sector, we extended the daily intervention in
favour of homeless people across the whole capital.
We organised two information campaigns, complemented during the year with regular
actions to disseminate fliers containing information about services provided by our association
and the contact data of our street workers. During the information campaigns, we got in contact
with people from the community, whom we presented our field work, some of them pointed out
later various difficult cases which took place in the street, contributing thus to the success of our
actions to identify and assist homeless people.
We noticed that the habit of most homeless people to migrate from one place to the other
side of the capital happed in 2015 too. The migration and the fluctuation in numbers of homeless
people depending on season are only two of the reasons which asks for a cautious consideration of
the results of quantitative data accomplished during over 20 years of social assistance.
Our intention to monitor the field work in real time came true in the course of this year.
Our activity was supported by social workers divided in teams of two, who acted independently
one from the other during day, as well as well into the long night hours. With the support of a
questionnaire designed by our association, mobile phones and a special soft, we managed to know
clearly the case of street people, and mostly to have an adequate and prompt intervention versus
their needs.
During 2015, 342 homeless people were contacted, whose needs were assessed, and later
some of them had personalized intervention plans done, 47 people were counselled and
accompanied to get ID papers, medical services and accommodation during winter.
B. Emergency
The programme supported a number of 87people to pass over the winter season, without major
difficulties.
The emergency support programme managed to improve the life conditions of these persons as
follows:
- 32 children got winter footwear and clothes;
- 2 families got a cooker;
- 5 families got gas tanks and for 7 families the gas tanks were regularly refilled;
- Cooking stoves were purchased and distributed to 3 families;
- 57 people, out of which l5 with chronically diseases, had medical consultations and
treatments covered;
- The transport of 5 homeless people in Bucharest was covered to their residential
places;
- Depending on needs and requests homeless people were provided clothing, footwear
and food;
- 28 homeless people were accompanied and were assisted to access emergency shelters;
- 12 families got wood for fire regularly;
C. Family Centre
Sometimes, when a man tells you his life and the series of problems he confronts, you think that
you have no solutions, you cannot help him to get out of that carousel of needs. But, after you
place carefully the jigsaw pieces in a certain order, you note that there are some pieces which you
can replace, together with the beneficiary. The process is long, difficult and not seldom you find
out that instead of making up the missing pieces, you lose on the way some of those you had.
Then you go back and start to build again.
The road you undertake is neither
even, or linear, but winding and
full of obstacles. Thus, for
instance, behind getting ID papers
in the case of a beneficiary unable
to prove with papers his residence
relies only on the ability of the
social worker to relate with the
officer at the desk and avoid the
short reply: ‘we cannot issue ID
papers without a residence
contract.’
We, social workers, psychologists,
all those working in ASIS
programme, know that the jigsaw puzzle are always in the pocket of the beneficiary, only that he
sometimes cannot find them alone, and once he finds them, he may need for help to place them in
order.
In 2015, the “Family Centre” programme dealt with and solved the issues of 302 people, out of
which 102 children (84 students), 11 adults and 189 adults – parents and grandparents.
Looking in retrospect at the children in our programme, we find them close to the start, with major
difficulties in the area of adaptability and compliance with social standards, many of them with
low school results. The working strategy
designed to correct this behaviour was focused
equally on carrying out formal and non-formal
educational activities, stimulating interest to
school, the competitive spirit and the wish to
excel oneself.
84 children were supported during the year to
continue their studies: registration/re-
registration to school, covering one daily meal,
support with homework, providing basic school
stationery, and mediating the school – child –
parent relationships. 83 children passed the
school year (27 had remarkable progress, confirmed by head teachers and teachers from their
class).
Children were involved in various activities that stimulated them and allowed them to manifest
their creativity, find out new areas of interest, develop their knowledge and know better. Non-
formal activities aimed mainly at improving relationships with their peers, building social
relationships to promote team work, their belonging to a social group, mutual help in a group and
between groups.

11 adults were re-registered,
and 9 have already completed
qualification courses in
various jobs (hair dresser,
manicure-pedicure, forklift operator, driver, pastry cook, nurse or medical assistant). Thanks to
resulted qualifications, 3 young people got a stable job.
The 189 parents were constantly involved in our activities.
Within regular meetings organised with them, we told about the progress made by children and
each time we encouraged to appreciate the effort of children (most of the parents do not praise
their children and do not give importance to progress and their good things). The
information/training sessions during the whole year, the topics we discussed resulted in a group of
parents more responsible, more careful with the needs of their own children, more present in their
activities and not in the last better prepared to face daily challenges asked by the role of parent.
The support provided to families in the programme also consisted of: getting various ID papers
(25 cases), the state benefit for children (3 cases), some social and financial services, study
scholarships (52 cases), late registration of birth (2 cases), medical services (198 cases), as well as
children’s registration in various types of education (37 cases).
Our activities throughout the year were supported constantly by the 24 teachers of the children
attending the programme and 12 volunteers among high school students.
Together we have made individual work plans with the children, together we have supported those
with weaknesses in education, and together we have celebrated and enjoyed their success.
D. Psychological counselling
In 2015 the interventions of the psychological counselling were meant to raise school results
among children from deprived families, families included in the “Family Centre” programme.
We started our action from the idea that the way parents run the relationship with their own
children influences the school performance of the latter.
The closeness to the family and the interaction with them took place not
only in our office, but also to the family residence. Observation and unstructured interview, the
methods we used on the occasion of the visits in families, provided additional data about the
relationships within it, helping substantially the achievement of the intervention plan for each
child.
The conclusions of our visits pointed out, in all cases, the need to improve the intrafamily
relationships. In order to make this process a dynamic one, we thought it was necessary to use a
tool meant to validate our intervention. Thus, with the support of psychological tests, we initiated
a process of behavioural assessment of the children in the programme.
The stage of applying questionnaires was preceded by several information and counselling
sessions of parents. The group of those taking place in the assessment included children,
parents/grandparents and teachers, and questionnaires were applied in the course of individual
sessions to a sample
of 45 people.
For each child,
we completed a
behavioural profile
that indicated the
perception of the
child, of the family
members and of
representatives of
educational
institutions, about
displayed
behaviours related
to the same
reference system.
The results of
the assessment were
presented to
families in the
course of meetings with the psychologist of the centre, being then followed by deciding the aims
of psychological counselling.
The analysis of results showed that most children have difficulties to relate to their own
parents, and do not generally manage to develop social relationships. The activating element of
these disfunctions differs from one case to the other. In some cases, poverty and its impact upon
family climate, in others, severe issues in the extended family, with direct impact upon the child
and most often the inflexibility of parents shown both in the educational process, as well as
emotionally.
Sporadically, there were signalled cases of aggressive behaviour and speech difficulties, as
well as low interest about school.
Psychological counselling as a subsequent process to evaluation aimed in
the current case the participation, together with children, of all people involved in their education
(parents, grandparents).
The constant presence of parents to psychological counselling sessions, along the interest
shown during the activity represented for us new proofs of the effectiveness of the selected
method. Actually, the reactions of children and other family members confirmed positive changes
in the behaviours shown within the family.
Another effect of our intervention was a higher involvement of parents in the life of their own
children. The fact that parents could talk in a different way, in an environment where they feel
listened to about the relationship in their family reminded them that their mission to their children
is a lot more complex and is not simply about covering their basic needs.
In 2015, the psychological service provided 246 psychological counselling sessions for 35
beneficiaries (out of which 28 for those referred to by the Probation Service attached to the
Bucharest Court).
In the 2015 school year, 83 children (out of 84 attending the programmes of the association)
passed their grade, and 27 had remarkable progress, confirmed by their head teachers and teachers
in their class.
We are proud of the results of the children and we are proud about a small contribution to their
success.

VE is 58 years old and takes care of VF, his only daughter’s son,
daughter deceased 7 years ago. After the death of her daughter, a few
months later, she lost her husband too. VF is 11 years old and a
student in the 6th grade, and the only living relative of VE. VF’s father,
a heroine-addicted, is not involved in raising and educating his son.
The child has health issues (asthmatic and overweight), is aggressive
to the grandmother and his school results are poor.
VF attended regularly the educational programme, and his school
record improved considerably, the child managing to avoid having
to re-sit two exams.
The grandmother was supported whenever she needed medication
for her grandchild, and/or for her own health condition. VE and VF
took both part in the psychological counselling directed to lessen
child’s aggressiveness. The relationship between the two improved
over time, at present working normally, without external support.
Mrs M, aged 37, a single parent with 3
underage children, and health issues (C
hepatitis). The four live in a rent in a
studio of 3rd living standards, based on
the income of children’s benefit,
temporary earnings by mother and
rarely the child support. One of the
children attends the courses of a Special
School, being diagnosed with
symptomatic focal epilepsy and psychic
disability.
The family received regularly the
medicines prescribed by specialists,
school stationery and food.
The son with health issues participates
in psychological counselling sessions,
and his behaviour has slightly
improved. Mother benefited from
counselling and got a stable job.
RA is illiterate and has no income. She was diagnosed and treated by TB,
being also supervised by the Psychiatry Hospital for a severe depression
starting at the death of one of her sons. RA takes care of two underage
children: R.S., her child currently aged 12, and her 5 year old grandson,
with no support after the death of her elder son. When the mother has
hospitalized for a longer time, RS, aged 8 then, was left alone in the house,
being occasionally visited by neighbours. RS did not attend any type of
pre-school education institution, and his weaknesses in relationships with
other people were noticeable.
RS was registered to school and included in the
programme of the association (educational support
and psychological counselling). From the moment
of registration in our programme, both RS and his
mother receive medical support (prescriptions,
specialised consultations). S’s school result (in the
absence of any support from his mother) are
satisfying. His relationship with colleagues and
teachers has improved a lot, compared with the
beginning

medicines, firewood etc.) to overcome
the crisis they are in, given the lack of
income.

1 and 7). With the agreement of the grandparents, the Ss managed to
raise one room and kitchen next to grandparents’ residence. The family
lives in this space with unplastered walls and earth on the floor, with
no resources to finish it. The youngest son has a locomotor disability
and needs kinotherapy. The eldest (SM) is diagnosed with epilepsy and
ADHD. The behavioural reactions of both parents, mainly the father,
prove a lack of understanding for the affection of their epileptic child.

in the 4th grade and B.D. – 6
years); Mr B.G., the father,
and the partner of Mrs S,
graduated a high school,

the preparatory grade without
the support of the extended
family who puts pressure on
them to move from the
current place.
Mrs S.D. has ID papers. B.D. was registered to
school in the preparatory grade. Mr B.G.
completed a qualification course and S.B. has
a contract for her job. The children got
educational support and completed with good
results the 2014-2015 school year. Mrs S was
trained and learned reading and writing. The
family moved to the countryside in a very
modest house. The children were transferred to
the rural school in the area. The family was
supported to furnish and equip their new house
(bed, cooker, gas container, sofa and
firewood).
The Cs, made from two adults and two children. Both children have
sight issues and have a certain disability. One of them cannot see. The
family moved from countryside to Bucharest where they live in an
extremely small rent space, inappropriate for the two children. The
father works as an unqualified worker at a recycling unit, and the
mother as a temporary worker at a leather producer.
Supported in terms of emergency to

placement centre until
he was 18. The children
were diagnosed with
asthm. The three live in
a shelter in the yard of a
mother’s relative.
Following the submission of papers for a flat,
N.N. got relatively fast a studio 2nd living
standards. To eliminate a potential source of
sickness, we renovated the housing received from
the Town Hall – the room was full of mould. The
children were diagnosed with 1st degree
disability. The mother is employed as their carer.
The children got both medicines prescribed by
doctors, as well as medical equipment specific to
asthma (aerosols and baby inhaler).
Testimonials
My presence at ASIS helps me with: learning lessons every day, taking higher
grades, and writing homework. Coming to the psychologist helps me with a
special schedule: Monday to Wednesday and Friday for learning, and
Tuesday and Thursday for play. Mr Adrian is a very good man, he helps
children when they need help.
The family lives in a 2-room flat, having thus minimal conditions of
living, required by the medical condition of the children.
The mother managed to act as carer for the blind child. She was
employed with a legal contract at a footwear producer, expecting her
approval as carer by the Department of Social Protection.
Mrs. D.A. has two children: C.F. (daughter,
aged 16) and D.R. (son, aged 16) from two
different relationships. Along her children, Mrs
D.A. goes as she can, works temporarily, and
lives where she can. C.F. abandoned school and
D.R. was a repentant student.
The mother was helped to have a legal employment. C.F.
attended a manicure qualification. C.F. got pregnant and
we guided her to a hospital to monitor her pregnancy;
D.R. was included in the educational support programme
and improved his school record considerably. The three
live in rent room and have decent living conditions.

All ladies helped me at lessons, and men too, and gave me workbooks,
and school bag, pens, pencils, and drawing workbook, and helped me
to read, and write correctly, and calculate correctly, and solve the
exercise correctly, and helped to play in the park, on the laptop, on
computer and be good.The psychologist told me how to behave in the
centre, at school, with classmates and with friends at ASIS, and do not
speak bad language, and fight children, and treat well my friends. He
also helped with the prescriptions from the doctor, and take us out and
in trips.

ASIS helps me with homework, gives workbooks and school stationery. It
gives us food. It doesn’t let us unhelped. It helps us always. It plays cartoons
on TV, and teaches us many things. I also make new friends. Sometimes, we
go out to the park too. I like it very much. I would come here every day. It lets
us play on laptop or computer. It lets us outside, they have very many toys. If
we finish homework, they take us to the park or let us out. If it rains outside,
they let us play with toys. The psychologist helps me very much. He tells me
very nice stories, and teaches me very many things. He talks to me.
