exigé par le Gouvernement lithuanien des réfugiés
russes en payement de leur permis de séjour pour
une année,et ci cette somme varie en conséquence de
ce qu’elle est payée a la fois (permis de séjour va
lable pour un an) ou par termes (permis de séjour
d ’un , deux,trois,etc mois).
Je m ’empresse de vous faire connaitre,que
je viens de demander ces renseignements au Ministère
de l ’Intérieur.Des que Je les aurai reçus,je ne man

Le réfugié russe,Iwan ALEKSEEW,domlclll' depuis quelque temps è UoîseiKi,prétend avoir reçu des autorités locales l'ordre de quitter la Litnunnie dans un délai de 14 jours pour La raison qu'il n'a pas eu la possibilité de payer son permis de s'jour;AleKseew n'a pas pu trouver du travail à cause du chômage croissant parmi les ouvriers et se trouvait dénud^ de tous moyens.

En réponse a votre honorée du 2 février a.c.
j’ai 1’honneur de vous communiquer que le § 6 du «Règle
ment relatif au séjour des étrangers en Lithuanie»
publié dans le N8149 des «Vyriausybês Zinios» du 8 fév
rier 1924 et portant la date du 5 février 1924 porte
que les étrangers paient 5 litas par mois,pour le droit
de séjour en Lithuanie /Un mois entamé compte pour un
mois complet). Le §7 énumérant les exceptions pouvant
être faites a la règle précédente dit 3. la lettre e) «que
le Chef de district a le droit d’exempter de cette laxe
l e s r é f u g i é s indigents ainsi que l e s ouvriers engagés à
l a saison p o u r l e s travaux des champs».Ledit Règlement
est également applicable aux réfugiés russes.
Les russes nécessiteux qui désirent être exemptés
de la taxe en question sont tenus de s’adresser aux chefs
du district respectif et de lui remettre une requête in
diquant son état nécessiteux.Le chef du distrie t,après
l’avoir examiné peut ne pas exiger le paiement de cette

mer que les bases sur lesquelles sont établies les
statistiques lithuaniennes ne permettent pas au
Ministère de l’Intérieur de v o u k fournir ces ren
seignements en se confirmant au mudele que vous
avez bien voulu donner.
Je vous communique néanmoins par le tableau
ci-j jint quelques données statistiques concernant
les réfugiés russes résidant en Lithuanie pendant
1* année 1925.

Par v tre lettre en date du 6 Mai, vous avez
bien voulu exposer vos considérations générales
quant a la délivrance obligat ire de passeports
Nansen aux réfugiés russes et, par celle du 12 Sep
tembre, me rappeler ces observations en me priant
de vous faire connaître le point de vue du Ministe-
^ re de l’Intérieur a ce sujet.
Je me permets de vous communiquer ce qui
Les résolutions de la Conférence de Geneve des
I 3-5 Juillet 1922 ne prévoient pas 1’obligation pour
les Gouvernements de délivrer des passeports ÎJansen
a tous les réfugiés /visses sans exception. En c m -
séquence, les autorités lithuaniennes ne délivrent
cette piece qu’aux personnes qui en font ia demande
et ne peuvent pas obliger tous es réfugiés russes
d* r changer les documents qu’ils possèdent contre ce
passeport.
Le Ministère de l’Intérieur» a fait tout ce
qui était en son pouv ir de faire pour informer les
réfugiés russes des conditions dans lesquelles sjnt

délivras les passeports Nansen ainsi que de la valeur
de ce document, en Insérant a plusieurs reprises des
avis dans les Journaux.
De plus, en vue de 1’information exacte des
agents de la police, il a fait paraître dans son organe
«Policija» (NU 3 de l’année courante) un article donnant
toutes précisions sur le séj ->ur des étrangers en Lithua
nie et, en particulier, des réfugiés russes.
Aussi le Ministere de l’Intérieur considère-
t-il qu’il ne peut faire plus en cette matière.

En réponse a votre ’ettre nSL 543 du 30 du mois écoulé, j’ai :’honneur de vous donner ci-après .es renseignements que vous avez bien voulu me demander:
1) Les passeports Nansen sont délivrés gratuitement.
2) Le visa d* entrée est taxé 25 litas, avec druit deséjour d’un m A s . Le visa d’entrée et de sortie, également avec séjour d’un mois, coûte 5u litas.
3) Le visa de transit coûte 20 litas.
4) Le visa de s rtie coûte 25 litas.
5) et 6^ La taxe de séjour est fixée a 5 litas par mois, soit a 60 litas par an. Pour un séjour- d’une semaine ou de toute fraction d’un mois, elle est également de5 litas.
Pour un visa d’entrée et de sortie, valable pour plusieurs fois pendant 3 mois, la taxe est de 500 litas

De plus, chaque demande adressée aux autorités lithuaniennes,concernant la dé.ivrance des visas, doit porter un timbre cle 2 : itas. La demande du passeport Nansen est taxée a 4 litas.
Remarque: Le litas est la dixième partie du dollar.

Nous ne possédons pas Jusqu’a présent de don
nées suffisantes sur le cas de M. Kobyline. Bn tous
cas, celui-ci résidant a 1* étranger, doit s’adresser
au représentant du Gouvernement lithuanien dans le
pays ou il se trouve, lequel examinera sa requête.

Lesdites familles n’ont pas résidé en Lithua
nie pendant le délai requis par la loi et,par consé
quent, n ’ont pas acquis le droit a la nationalité li
thuanienne. Les passeports lithuaniens leur avaient
été donnés par une mégarde des autorités locales et,
après examen de cette question par les autorités cen
trales, il fut décidé de leur retirer lesdits passe
ports. Personne ne les a menacés d ’expulsion de Li
thuanie et leur assertion à ce sujet est dénuée de
tout fondement.

Le prêtre orthodoxe Levitzky n’ayant pu présenter
à la Commission gjuverneraentale chargée de 1’examen des
plaintes les preuves requises par la loi et attestant
ses droits a la nationalité lithuanienne, cette Commis
sion, dans si séance du B9 octobre, a refusé de le re
connaître comme citoyen lithuanien.

Was die Bemerkung 3,des § 3 anbetrifft,so teilen wir Ihnen mit,
dass wjr es für nbtig eraohtet haben duroh diesen Punkt dem Komitee
eine gewisse ireiheit siohem wollten.da sioh Lithauen - was die
Frage der Difinition des Begriffes russisoher Emigrant - in einer
besondern Lage befindet und zwar: hier giebt es Pereonen,gebtirtig
aus Lithauen.welohe die Kegierung als Emigranten rechnet und dann
wieder solohe ,welohe frilher einen lithauisohen Pass besessen haben
und welohen dieser dann entzogen worden ist - also tats&chliche
Emigranten,die auoh der '■'esellsohaf t nlitzlich sein kcnnen. - Ueber-
haupt 1st der Besitz/einee lithauisohen 'arses oft duroh Zuf&llig-
keiten bedingt und andererseits muss mit der Mi gliohkeit von so-
genannten "kilnstliohen Emigranten" gerechnet werden.die den Emi -
granten entgegengesetzte Interessen vertreten.Ausserdem wird die
Anwendung dieses Punktes nur duroh die Allgemeine Versammlung mog-
lioh gemacht.-
Was die bedauerliohe Uneinigkeit der Komission am Anfang
ihrer TBtigkeit anbetrifft,so konnen wir Ihnen nunmehr mitteilen,
dass sioh dieses akseie* geBndert hat - naoh Aujrfssohejden der Her-
ren Resohetkin und Navratil und dass jetzt unter alien Mitgliedern
absolute Einstimmigkeit herrsoht.-

dernier concernant les 27 familles ukrainiennes ha
bitant la commune de Kybartai,je me suis empressé de
m'adresser aux autorités compétentes lithuaniennes
en les priant de vérifier les données alléguées dans
l ’extrait de plainte joint à votre lettre-
Il résulte des renseignements reçus
qu il s agit des colons russes installés dans les
propriétés de PaâirvinSiai et de Norvydai.Ils étaient
transférés de la Uussie avant lo guerre mondiale par
le Gouvernement russe aux fins de la russification
de la Lithuanie.
Ces personnes là ne sont pas des citoyens
lithuaniens et,comme étrangers, ils n ont .tas le droit
d avoir en .Lithuanie des biens fonciers. Il est donc
vrai que la terre leur a été reprise et,vu qu ils
n'étaient pas propriétaires desdites terres,il ne leur
a été payé que la valeur de leurs constructions.
Il va sans dire qu ils sont très mécoifc-
tents des mesures prises à leur égard par les autorités

les "btaatenlose", des sujets dénationalisés, en conséquent en
ce moment sans nationalité.
La Société des Nations étidie la possibilité

des chemin de fers que votre Gouvernement a bien voulu accorden

J . m iter der Mr.116/27 12734, erlaubt sich die Geeandachaft folgen-dee m itzuteilen.
Fijr die Arbeitslosen werden in L ittauen gemeinnützige Arbei-
ten v e ra n sta lte t . Hioriiber eind Bestimmungen in den „ Regierungs -
nachrichten ■ / „ Vyriausybës Zinios " / p ub liz ie r t worden. Die
betreffende Nr.Nr. i s t beigefUgt.
In den Beetimmungen wird nichtevon den Staatenloeen erwâhnt,
jedoch wird im § 10 geaagt, daee an e rs te r S te l le diejenigen besche
t i g t werden müesen, die eine grossere Anzahl FamiMenglieder zu er-
nahren haben, keine nnderen Existenzmittel zu ih re r VerfUgung ha-
ben und b e re its làngere Zeit ohne Arbeit eind. Eino weitere Er -
ganzung la s s t verlauten, daee an e rs te r S te lle die Teilnehmer am
Befreiungskriege Arbeit zu erhalten haben. Mit den Staatenloeen
wird augenscheinlich nach Ansicht und Umstânden verfahren, im
Prinzip werden s ie jedoch auf keine Auenahmestellung beschrânkt.
H insichtlich der notleidenden Staatenlosen i s t eine Erleich-
terung zu gewàhren: ihnen kan die Aufenthaltseteuer, die soŒt mo-
na tlich L t .5 .- ausmacht, erlaeeen oder ermassigt werden.
In Grosslittauen / ohne den Memelbezirk / sind ungefahr 8200
Staatenlose vorhanden.Im Allgemeinen i s t die Frage in Littauen in d ieser Hichtung

Faisant suite à ma lettre du 21 du courant, j‘ai 1 * hon
neur d ’ajouter ce qui suit :
Vous ni*écriviez le 17 novembre que vous aviez reçu une
copie de la note verbale qui avait été remise le 24 septembre
à Monsieur Voldemaras, Président du Conseil et Premier Délé
gué de Lithuanie à l ’Assemblée de la Sociét ' des Nations,
mais Vous n ’indiquez pas par qui cette note a été adressée
et quelle en était la teneur.
Le Président du Conseil m ’a dit qu’à l ’époque indiquée
il se trouvait en Italie. D ’autre part, M. Sakalauskas, qui
était secrétaire de la Délégation et M. Sidzikauslcas, qui
restaient tout le temps à Genève, m ’ont dit n ’avoir pas reçu
cette note. Il semble donc qu’il y ait eu un malentendu.
Le Ministère des Affaires Etrangères voudrait savoir
quels sont exactement les Etats qui ont adhéré à la Conven
tion et, en premier lieu, si 1 ’Allemagne - où se trouvent
la majeure partie des réfugiés - y a adhéré.
rEn ce qu.i concerne votre désir de venir à Kaunas,
pour y discuter à nouveau la mise en vigueur de l'ar
rangement du 12 mai, il va sans dire que nous n ’y
voyons aucun obstacle et que je me tiendrai à Votre ^
entière disposition.
