Introducere

 formularea unui set de propoziŃii iniŃiale care nu întrunesc nici una din calităŃile impuse de o ipoteză;
comunicată, în mod constant, către nivelurile inferioare ale organizaŃiei;
 conştientizarea comunicării contribuie, în mare măsura, la cultura sistemului deschis al organizaŃiei şi la angajamentul de a fi o organizaŃie care învăŃa continuu;
 în modelul nu este vorba doar despre execuŃia şi punerea în aplicare a strategiilor organizaŃiei, ci şi despre înŃelegerea chestiunilor de afaceri cu care organizaŃia se confrunta;
singura voce, o privire” (“one-voice, one-look”), ci integrează cu adevărat tot ceea ce face şi nu face organizaŃia;
 funcŃionalitatea încrucişata a proceselor din organizaŃie este o condiŃie prealabila, astfel încât toate departamentele din organizaŃie să poată coopera între ele în planificarea şi monitorizarea relaŃiilor;
 organizaŃia are o opinie mai amplă în ceea ce priveşte mediul şi utilizatorii finali, luând în considerare toate părŃile interesate care au un interes legitim în ceea ce priveşte succesul organizaŃiei, şi nu numai clienŃii;
 părŃile interesate sunt din ce în ce mai implicate în modul în care produsul sau serviciul este proiectat, asamblat, promovat şi livrat;
 se susŃine ideea ca organizaŃia funcŃionează într-un sistem deschis;
11
 Analiza critică a elementelor conceptuale utilizate în realizarea demersului ştiinŃific;
 Logica şi structurarea demersului ştiinŃific, din perspectiva realizării obiectivului fundamental al tezei de doctorat, respectiv de la simplu la complex şi de la general la particular;
 Extinderea cercetării empirice la nivel naŃional şi apoi efectuarea unei analize comparative pe regiuni de dezvoltare;
 Impactul utilizării tehnologiilor inteligente în procesul de comunicare din organizaŃiilor româneşti;
organizaŃionale;
14
 ImportanŃa comunicării manageriale în exercitarea funcŃiilor managementului;

Introduction The difficult period that many of the Romanian companies go through makes the
concern of managers to focus more on getting an immediate profit and less on some aspects, such as the influence of communication on labour productivity.
There are often situations in which managers do not value communication as the very important factor that it can affect the performance of the staff.
The results obtained in the professional activity carried out by the members of the organization are directly influenced by the way they communicate with each other. The quality of the managerial communication puts its mark on the way in which the human resource is used and, especially on the productivity of the work obtained by it. The communication styles of individuals depend on their formation over time and depend on their education, skills, beliefs and personal goals.
The success, performance and competitiveness of organizations depend on the content and quality of human resources management, because the competitive advantage of an organization lies in the value of its members.
Human resources management involves the continuous improvement of the activity of all employees in order to achieve the organizational objectives. In this respect, management actions must consider each employee as a distinct entity, with specific personal characteristics, taking into account that human resources are valuable, rare and relatively irreplaceable. According to the specialized literature, "the management of human resources implies a global, interdisciplinary and professional approach to personnel issues within an organization".
People represent a common resource and, to the same extent, a vital resource of all organizations, regardless of the field in which they operate, the resource that ensures their survival, development and competitive success. Investing in people is the surest way to guarantee the competitiveness and future of the organization. In this context, Naisbitt states: "In the new information society, human capital has replaced financial capital as a strategic resource." Thus, from the perspective of modern methods, organizational management and implicitly human resources management, are part of the general policy of the organization, the major objective being that of overlapping individual interests with those of the organization. In this context, the new human resource management systems aim to clarify the place, role and tasks of the employees, stimulate creativity and establish an effective communication system that responds to the employee participation needs but at the same time, they will create the premises for motivating the employees and for recognizing their merits and achievements.
Actuality, opportunity, necessity and usefulness of the doctoral thesis At present, communication represents the main dimension and value of our existence,
becoming ubiquitous, its role being to facilitate the interaction between people, in the environment in which it evolves, through the content of the messages emitted and received, pursuing certain goals and transmitting certain meanings.
Communication implies, first of all, openness to social interaction, by the existence of verbal or nonverbal signals that are emitted and received, consciously or unconsciously. The communication process, through innate or acquired modes of behavior, involves a series of psychological-linguistic and attitudinal aspects that affect its effectiveness. Any attitude we approach communicates something about us and determines, consciously or unconsciously, a
27
response from others, which can be a constant trigger and supporter of the process of social evolution.
As the main area of society, organizational communication has become an important component for the fluidization of the business environment. There are informational connections between the components of the organizational universe, communication being an indispensable element for the optimal functioning of any organization, regardless of the extent and type of the activities carried out. Communication is the premise of the entire management activity.
Each moment of the activity of the organization is based on an effective communication, as a way of focusing and correlating the efforts. Communication is, on the one hand, a form of manifestation of relationships and interpersonal attitudes. It is a specific form of activity, in the process of which human relations and attitudes are formed, determining their quality.
Moreover, as a form of organizational communication, managerial communication represents a strategic advantage and a factor of competitiveness of organizations. In this context, the impact that the communication process has on the whole activity within the organization, as well as in its relations with the outside, is significant.
Communication is the binder of the members of a collectivity, offering the possibility to know the affective, emotional and motivational aspects (opinions, interests, beliefs and attitudes) of the human resources, of the relative homogenization of the groups in psychosocial aspect, facilitating an easy and normal functioning of the whole community, without account of its nature and size.
Organizational communication is a relatively new subject of study, lately, but it has received new values, but also some recognition as an academic field, being included in the study program of high schools, universities and not least of business schools. In this way it is noted that the sphere of organizational communication, far exceeds, the manager's ability to be just a good speaker and to have excellent interpersonal communication skills.
Organizational management and communication represent a priority and topical issue, especially as a result of the dysfunctionalities that each area of our society faces.
In today's organizational life, due to the intense social transformations, people try to hide their true feelings and feelings, in interpersonal communication, especially towards managers. Because of this, it is sometimes difficult to identify the actual impact of the message being transmitted. The result can only be a verbal agreement, a polite smile, or an apparent consensus, the transmitter mistakenly assuming that these feedback signals from the recipient represent a truth. People who have good interpersonal communication skills can determine and verify the real impact that their message has had and can subsequently determine if any problem arises from difficult communication or due to the barriers / filtering system of others.
Organizational communication is the vital link between managers and subordinates, which has major influences on the labour relations and the obtained performances, it is the instrument that makes possible the transposition in practice of the set objectives, without which practically there could not be working groups, organizations, nor other forms of human associations. Each moment of the activity of an organization is based on an interpersonal or public information that must represent an effective communication, as a way of focusing and correlating the organizational efforts.
While in the public space, public information is legitimized as by the norm of social democratism, in the organizational space public information is imposed as a functional imperative.

The structure of the doctoral thesis The doctoral thesis entitled "Improving the communication process in the Romanian
organizations" is structured in four chapters, has an introduction part and ends with the chapter of conclusions where the personal contributions are presented, respectively the contributions of a synthetic nature, those with a theoretical and experimental characterand those of a scientific nature, the usefulness of the research results is argued, the limits of the scientific approach are described and the future directions of research are outlined.
Chapter 1 with the title "The current state of knowledge in the field" begins with the presentation of the concept of communication, how it is perceived within organizations. In the continuation of the chapter the communication process is presented by describing its stages and mechanisms and the forms by which it manifests itself. Organizational communication is another topic dealt with within this chapter, respectively its components are presented, the typology exists and what are the forms by which organizational communication is exercised. Because in the communication process, in many cases, obstacles appear, this aspect is analyzed during this chapter, respectively the general factors underlying the communication bottlenecks are analyzed, the specific obstacles of the organizational communication are described and the effects of the communication are presented, both individually and organizationally. The first chapter ends with the presentation of the methods and techniques for improving and developing the organizational communication, focusing on the basic rules regarding an effective communication at the level of the organizations, on the feedback used as a method of improving the organizational communication, on the active listening as way of optimizing the communication, so that in the end the way of communication through the meeting will be analyzed.
Chapter 2 of the doctoral thesis is entitled "The conceptual, epistemological and methodological framework" and is based mainly on the description of the 3 concepts that are at the base of the questionnaire prepared for the empirical research part of the present scientific approach, namely: communication, participatory management and leadership. Also in this chapter the 9 research hypotheses are issued (3 hypotheses for each major topic) and the research methodology considered is presented, by describing the used instrumentation and by detailing the structure and size of theused sample.
Chapter 3 with the title "Presentation of the results of the empirical research regarding the improvement of the communication process in the Romanian organizations" begins with the description of the methodological framework used, respectively the general data are described, the three major topics are presented around which the empirical research is carried out and the general objective is described both of the paper as well as the specific objectives. In the continuation of the chapter, for each major topic, the answers received to the questionnaire questions are analyzed, using the tables and graphs generated by the program used for the interpretation of data, respectively SPSS. The chapter ends with the presentation of the degree of validity of the 9 hypotheses launched on this scientific approach.
Chapter 4 is entitled "Presentation of the strategic communication model integrated in the Romanian organizations - the CSI Model" and aims to present an integrated strategic communication model at the level of the Romanian organizations. At the beginning of the chapter, the perspectives of the research approach in the field of communication are described, and then the premises that were the basis for designing the CIS Model are described. The second part of the chapter describes how the model can help improve communication in Romanian organizations. The chapter ends with a guide to good practices on effective communication in Romanian organizations.

organization
SO3.3. Evaluation of the types of communication used in the organization.
SO3.4. The identification of communication barriers exists in the organization.
SO3.5. Assessment of the degree of use of the means and means of
communication within the organization.
Research hypotheses
The topic chosen to be investigated, in this case, the improvement of the
communication process in the Romanian organizations, generates a complex set of future directions of investigation, which in turn must be clearly defined and specified, because in the end, after they have the affordable ones were selected, to be transformed into the concrete support of a research. This whole process can be defined as the "hypothesis formulation" stage, and its importance is special in the research economy, because it sets the "objective" to be reached at the end of the research. The first important step in the evolution of the scientific approach is to state the hypothesis, and for a scientific research of high academic standing, two frequently occurring mistakes should be avoided, respectively:
 formulating a set of initial sentences that do not meet any of the qualities required by a hypothesis;
 accumulation of empirical data, ignoring hypotheses until the analysis phase of the results, when they are elaborated according to the results of the statistical processing.
The hypothesis should not only be categorized as a mere formal artefact of research, it is a fundamental instrument of it. For the guidance in scientific studies, a strong instrument is the hypothesis. Their use leads to greater clarity and a focus of the investigation in a direction that can only be the best one able to provide evidence to support it. Moreover, the hypothesis, through its content and nature, determines which is the most appropriate statistical method for analysing data, even if this choice can only be made after the last instance, after the data has been collected and subjected to primaryanalysis. For the empirical research regarding the improvement of the communication process in the Romanian organizations, we have chosen to formulate for each of the three major
32
themes of the research, 3 hypotheses, which will ultimately be validated or invalidated depending on the answers received.
 H1. The implementation of participatory management leads to increased
professional satisfaction of employees and to reduce occupational stress.
 H2. The promotion and expansion of participatory management ensures a
favourable communication climate.
 H3. Participatory management, by capitalizing on the scientific and
experience resources of all employees, contributes to shaping a decision from
several points of view.
 H3. The results of the work of a manager are determined, each time, by his
style of work and his relations with subordinates.
 H4. Leadership style of leadership can influence organizational performance.
 H6. An effective leader must know where the subordinates are in the
development area and adapt their leadership style to that.
 H7. Effective communication has a positive impact on organizational
effectiveness and efficiency, contributing to obtaining adequate organizational
behaviour.
 H8. Internal communication in the case of organizations in the field of energy
distribution is mainly performed informally.
 H9. The design of the internal communication system in organizations is
closely related to its size and scope.
Conclusions Lately, freedom of thought and expression has led to the development of
communication activities and their perception in a new vision. Communication has become, in a relatively short time, one of the engines of the economy, but also an integral part of what is meant to be, today, the psycho-sociology of modern human collectivities. In this context, a new approach to the problems facing both modern society and organizations is needed. The mix of communication and, last but not least, the organization's involvement in the social issues of the community in which it operates, are the essential coordinates through which it consolidates its own identity. Thus, the organizational image is redefined through communication and culture, both organizational and human.
Along with motivation and professional skills, communication is the key to the efficiency of an organization. Most of the time, the members of an organization communicate with each other, using one form or another of communication, regardless of the hierarchical level they are in.
In the last period it is noted that the number of employees in the production exceeds that of the employees in offices and services, which requires an improvement of the communication process, due to the fact that the teamwork has become generalized, which cannot prove its efficiency if there is no collabouration between the members. team.
At the same time, technological changes have also produced changes in the activity and structure of organizations and, as such, communication technologies have also become more and more important for the organization.
To this is added the increased importance of the role that managers have in organizational communication, they being the ones who, on the one hand, process the inside and outside information, and on the other hand, they are the ones who communicate to the subordinates (disseminator quality) or those outside the organization (spokesperson quality).
33
A brief communication and focused on the target audience, aims to clarify points of interest covering an unlimited category of problems. The approach used by the organization to present its image through written communication is the style of communication. This style represents a set of standardized guidelines that use the appropriate terminology to give the developed messages and materials the applicability feature. Eachtransmitted message must be fixed on the technical level of the target audience, avoiding the use of acronyms and definitions that may not be clear. Communication generally focuses on using a positive message and identifying a resource that clarifies the concerns.
The general guidelines of the communication plan are: establishing a clear, consistent and easily recognizable message, formulating any necessary action from the beginning of the message, including the name of the organization, contact information, conclusion and a link to the organization's website, directing the message to audience, informing about the activities / services of the organization, using all the appropriate communication channels, ensuring a meaningful and timely communication as well as evaluating the feedback and adjusting the communication process. The urgent messages of the organization must be transmitted to the employees in time, the message must be clear and relevant, and the communication channels used must be adequate to the organizational communication in such a way that the message can be received.
Each means of communication of the organization must incorporate feedback. The evaluation of the feedback received from the public must be analyzed. In addition to the fact that feedback gives added credibility, it is oriented towards clarifying questions or uncertainties, giving employees the opportunity to respond by communicating or indicating that they understood the projects and services offered by the organization, understood that the project they need to be developed in time, they understand what is the personal involvement they want from them, leaving the communication open to formulate opinions and / or questions. By evaluating the feedback, the organization can effectively communicate the desired messages, meet the needs of the target audience, which allows the continuous improvement of future communication.
As is known, any action that does not specify the budget allocated to it is doomed to failure. Specifying the budget makes the action credible, positioning it as an investment of the organization, because of this the communication plan will have to contain a budgetary variable that integrates all the costs associated with the operations to be carried out, regardless of its duration. .
Considering the fact that evaluating means measuring, for this stage, you need to identify and use a few specific indicators (number of active members of the organization, tests to determine the degree of awareness, number of views of the website of the organization, research regarding public opinion, monitoring of media feedback, etc.). To be effective, the evaluation will have to meet five criteria: consistency (the measurement should be exhaustive and not limited to several indicators), credibility (the results should reflect the reality), context (the research objective must be clearly specified), continuity (the results are interpreted in relation to a tendency) and clarity (the complexity of the measuring instruments must lead to simple results).
The success of this plan is based on the following assumptions: the organization is open to honest communication, the organization consistently and informally communicates the messages that convey the identity, the organization balances the needs of the public with its needs, the leadership and organizational structures to participate in the process communication using the channels and guidelines outlined in the communication plan.
In conclusion, we can say that the internal communication plan must be precise, strategic and pragmatic, aimed essentially at orientating the action of producing messages,
34
clarifying the organizational objectives, differentiating the targets and distributing the means, it serves to identify a communication system within the organization .
Undoubtedly, an internal communication strategy will be tested most in times of crisis and transition. However, strategy accounts for only half of the equation. Until the organization will superimpose the strategic and measurable component to the internal communication function, it will not be able to achieve the desired results and will not be able to lift the internal communication activities from a merely informational approach to one that influences and trains the employees to obtain the desired strategic results.
Following the empirical research undertaken, the following hypotheses were validated:
H1. The implementation of participatory management leads to increased professional satisfaction of employees and to reduce occupational stress.
H3. Participatory management, by capitalizing on the scientific and experience resources of all employees, contributes to shaping a decision from several points of view.
H3. The results of the work of a manager are determined, each time, by his style of work and his relations with subordinates.
H4. Leadership style of leadership can influence organizational performance. H6. An effective leader must know where the subordinates are in the development
area and adapt their leadership style to that. H7. Effective communication has a positive impact on organizational effectiveness
and efficiency, contributing to obtaining adequate organizational behavior. H8. Internal communication in the case of organizations in the field of energy
distribution is mainly carried out informally. H9. The design of the internal communication system in organizations is closely
related to its size and scope. Only one hypothesis among the nine formulated for the research topic was partially
validated, respectively, H2. The promotion and expansion of participatory management ensures a favorable communication climate.
The main advantages of implementing the CSI integrated communication model are the following:
• by integrating the top management, the mission of the organization is constantly communicated to the lower levels of the organization;
• the awareness of the communication contributes, to a large extent, to the culture of the open system of the organization and to the commitment to be an organization that continuously learns;
• The model is not only about the execution and implementation of the organization's strategies, but also about understanding the business issues that the organization is facing;
• the various fields specialized in communication must work together in selecting the tools that promise the highest degree of efficiency so that synergies are created so that the total effect of communication can be greater than the sum of its parts;
• it does not only consider consistency in the approach of "one voice, one look" ("one-voice, one-look"), but it truly integrates everything that the organization does and does not do;
• the cross-functionality of the processes within the organization is a prerequisite, so that all departments within the organization can cooperate with each other in planning and monitoring relationships;
35
• the organization has a broader opinion regarding the environment and end users, taking into account all the stakeholders who have a legitimate interest in the success of the organization, and not only the clients;
• stakeholders are increasingly involved in the way the product or service is designed, assembled, promoted and delivered;
• supports the idea that the organization works in an open system; • The main conclusions drawn from the guide of good practices regarding
effective communication in Romanian organizations are: • It is essential to know accurately those for whom the message is to be
conceived (regardless of its form, written or verbal) of the desire to try to anticipate their expectations. Knowing these things, one can conceive with great precision the content of the communication and can enter the information most relevant to the respective message.
• Designing a summary helps to structure the message. • Inserting the introduction or a content clearly helps the readers in structuring
the information they receive. • Although the majority of communications is essential, it should not be
neglected that they could be done very successfully with fewer words, fewer pages or in a shorter period of time.
• An analysis of the general purpose of the communication should be made in order to identify its specific objective. In case the specific objective cannot be summarized in a sentence or phrase, then the general purpose of the communication cannot be achieved.
• Analyzing the purpose of the communication and its auditor, a first step is taken for an effective communication within the organizations, by clearly attracting the interlocutor from the one to deliver the message.
• Documentation tasks should be clearly specified with the purpose and objective of the communication, and in this sense it is necessary to call for a plan that will be able to maintain the attention on the various issues for which information is needed from both people. , as well as from other sources.
• It is recommended to avoid considering only those data and events that are in favor of the person concerned, avoiding subjectivism as much as possible. A dark vision of subjectivism can never be able to properly evaluate any other contrary argument brought up.
• In the communication process within the Romanian organizations, the coherence of the transmitted messages can be, unintentionally, affected by the incomplete thinking or the so-called "logic leaks".
• If what is to be transmitted is not well structured, being unable to lead the interlocutor from one end to the other, it is advisable to abandon the respective message.
• In the work of organizing the material there is no "absolute", each individual having his own mental methods by which he can achieve this objective.
• A worthless writing is a result of those who write using passive diathesis. • A polite, dignified, kind, courteous, benevolent tone must obviously be
encouraged and cultivated. Manifestations that cause irritation, agitation, anxiety, annoyance, suddenness or a feeling of superiority of the other will reduce the efficiency of communication.
• There are a whole host of transitional means that are able to secure the logical links between key points of communication and the reader's consciousness. It
36
is advisable to consider the following question when writing the message: Can the idea be communicated in a simpler way?
• The main way by which the objectivity of the feedback can be assured is the acceptance of any criticism made to the work in question.

Usefulness of research results The scientific, didactic and applicative usefulness of the research results is highlighted
under the following aspects: From a scientific point of view, a significant contribution is made in the field
of fundamental knowledge, by developing researches regarding the communication process in the Romanian organizations.
 From a didactic point of view, we mention both the usefulness of the research in extenso, as well as the conclusions that can serve as a starting point in the elaboration of some chapters within the courses of the faculties with economic profile, especially the management specialization.
 From an applicative point of view, an empirical study carried out allows the scientific foundation of the knowledge accumulated from the experience and the enrichment of the specialized literature in the field and especially of the native one.
The limits of the scientific approach One of the most important limits is the formal character of the questionnaires, which
created a certain distance between the researcher and the investigated subjects. Also, another limitation is the degree of subjectivity of their answers, with the
possibility of distorting the results. Research perspectives The depth and the actuality of the work determines us to formulate a series of future
directions of deepening and improvement. Without considering that I have exhausted all aspects, the following will be considered:
 Extending empirical research at national level and then performing a comparative analysis on development regions;
 Analysis of managerial performance and excellence through the development of communication skills
 The impact of using intelligent technologies in the communication process from the Romanian organizations;
 Organizational communication and crisis management; Effectiveness of communication flows under the impact of globalization; Analysis of the impact of the leadership style on the communication process; Obstacles to managerial communication Cultural approach to communication; Internal communication and social capital; Public relations and media relations; The role of PR in managing the organization; Communication in the context of organizational change; Studying the psychological dimension of communication; Organizational communication - a premise of organizational efficiency and
effectiveness; The importance of managerial communication in the exercise of management
functions; From a scientific point of view, the doctoral thesis makes a significant contribution in
the field of fundamental knowledge, by developing research on the dimensions of internal organizational communication, determinants of organizational efficiency and effectiveness.
