ARGUMENT
Resursa umană constituie elementul fundamental în dinamica oricărei
organizaţii, indiferent de domeniul de activitate sau de constrângerile mediului
economic. Ea girează întregul eşafodaj organizaţional, influenţează decisiv mediul
intern al organizaţiei, asigură relaţionarea structurilor acesteia cu mediul extern,
influenţează decisiv evoluţia şi performanţele entităţilor.
În aceste condiţii, este evidentă importanţa de care se bucură componenta de
gestionare a resursei umane la nivel organizaţional. Orice analiză asupra
componentelor managementului organizaţional se sprijină, în proporţie covârșitoare,
pe abordarea multifaţetată şi complexă a dinamicii indivizilor în organizaţie, a
instrumentelor şi mecanismelor aflate la dispoziţia managerului pentru formarea,
consolidarea şi dezvoltarea unui colectiv performant capabil să răspundă cerințelor
impuse de mediul concurențial specific piețelor pe care activează entitatea dar, în
același timp, și poate cel mai important, din perspectiva subiectului lucrării de față,
de dinamicile pieței muncii.
La nivel practic, dinamicile economice şi sociale la nivel comunitar, regional şi
global au scos tot mai mult în evidenţă rolul şi importanţa componentei de
management al resurselor umane în cadrul corporaţiilor sau diferiţilor operatori
economici şi nu numai. Domeniul resurselor umane, ca și instrument de asigurare a
realizării obiectivelor organizației, a căpătat o importanţă tot mai mare, el trecând
prin diferite faze de recalibrare şi redefinire atât ca întreg cât şi ca şi componente.
Avem în vedere evoluţia terminologică şi de politici de la cea de ”personal” la
”management al resurselor umane”, la apariţia unor noi instrumente de gestionare
menite să ducă la creşterea performanţelor – training, coaching, pregătire și
perfecționare continuă, managementul performanței, etc.
Toate aceste elemente reprezintă, finalmente, o sinteză reușită, funcțională, a
componentei teoretice cu domeniul practic, contribuind atât la creşterea importanţei
managementului ca ştiinţă dar şi la modernizarea practicilor manageriale la nivelul
oricărei organizaţii.

OPORTUNITĂŢI ŞI CONSTRÂNGERI ANALITICE
Domeniul managementului resurselor umane este, complex şi vast, fiind
influenţat de orice dinamică organizaţională. El poate fi abordat din mai multe
perspective ce ţin atât de mediul intern organizaţional cât şi de cel extern. Mai mult,
cele două dimensiuni produc o a treia ce are în vedere până la urmă exact ceea ce
se dorește a fi fundamentat în cercetarea de față: asigurarea unui management al
resurselor umane modern, eficient, adaptat la dinamicile pieței muncii și care să
răspundă, în același timp imperativelor de performanță în realizarea obiectivelor
fundamentale ale organizației.
Pentru a fundamenta un astfel de demers, este necesară o abordare
integrată, complexă a elementelor care contribuie la formarea şi consolidarea unui
colectiv performant într-o organizaţie. Unul din primele domenii avute în vedere este
cel privind organizaţia şi, în mod special, specificul organizaţional, pornind de la
considerentul că recrutarea şi selecţia personalului, prin valorificarea ofertei de pe
piața muncii, au în vedere, cu precădere, conformarea la cerințele care rezultă din
specificul entității, atât ca organizare cât și ca activitate.
Un alt aspect avut în vedere aici îl reprezintă dinamica organizațională din
perspectiva raportării mecanismelor acesteia cu mediul în care activează. Ne referim
în primul rând la abordările moderne manageriale care au ca obiect studiul rolului
mediului intern al organizaţiei ca elemente de dinamizare a activităţii entității în
conformitate cu structura acesteia dar şi cu obiectivele sale stabilite în propria Cartă.
Evident legat de dinamica resursei umane şi continuând firesc cercetarea,
analiza mediului extern, reprezentat de evoluția pieţei forţei de muncă are un loc
primordial în economia demersului propus. În această argumentație, globalizarea,
concurenţa tot mai acerbă, situaţia pieţei muncii, echilibrele şi dezechilibrele piețelor
pe care activează organizația, influenţează decisiv politicile de gestionare a
resurselor umane în orice entitate. Pe de altă parte, această modalitate de abordare
constituie trecerea de la abordarea teoretică la cea aplicată, de relaţionare directă a
conceptelor fundamentate şi dezvoltate în primele secţiuni ale lucrării cu realităţile
economice şi sociale globale. În aceasta perspectivă abordarea propusă în lucrarea
de față are în vedere în mod evident constrângerile şi oportunităţile managementului
schimbării prin prisma necesităţii adaptării la dinamicile globale şi a răspunsului la
evoluţiile pieţei forţei de muncă.

Această abordare facilitează trecerea la elementul de substanţă al cercetării
şi anume identificarea de soluții moderne, inovative, destinate valorificării tuturor
oportunităților pieței muncii, a valorificării forței de muncă dar și a maximizării
eficienței resurselor disponibile, în scopul contracarării constrângerilor de pe piața
muncii. Cu alte cuvinte, în contextul unui management strategic, modern, efectiv al
resurselor umane, această abordare presupune identificarea celor mai bune oferte
pe piața muncii, atragerea lor în organizație, dar și dezvoltarea unor instrumente
inovative care să contribuie la creșterea profesionalizării resurselor umane
disponibile, în scopul implicării acestora în activități complementare cu asigurarea
unui nivel optim de performanță. În aceste circumstanţe avem în vedere aducerea în
discuţie a unor instrumente consacrate de pregătire şi dezvoltare profesională –
motivare, training, coaching, evaluare, etc. dar şi a unor căi şi abordări moderne de
îmbunătăţire a proceselor manageriale specifice în acest domeniu. În mod evident,
toate aceste concepte sunt abordate şi analizate în mod realist, conform cerinţelor
economice şi sociale care impun, până la urmă dinamica organizaţiei.
REPERE METODOLOGICE
Abordarea cercetării are, în permanență, în vedere asigurarea unui caracter
complex, integrat. Managementul resurselor umane, ca şi componentă a disciplinei
managementului, ca necesitate în asigurarea realizării, în condiţii de performanță, a
obiectivelor unei entități entităţi a reprezentat, în permanență, un subiect preferat de
analiză atât în literatura din ţară cât și în cea din străinătate. Cu toate acestea,
abordarea domeniului prin raportare la agregatele, instrumentele și mecanismele
teoriei și practicii economice, analiza multidimensională a acestei raportări,
transpunerea ipotezelor astfel fundamentate la procese manageriale specifice şi
evoluţii practice, reprezintă un demers aparte, puţin abordat sau inclus în alte
cercetări care plasează managementul resurselor umane ca domeniu de sine
stătător sau în situații asociate investigării teoretice asupra disciplinei
managementului. În considerarea acestor elemente, identificarea, fundamentarea și
dezvoltarea, ca obiect al cercetării de față a abordării și raportării mecanismelor
specifice managementului resurselor umane la condiționalitățile economiei de piață,
la dinamicile specifice mediului concurențial care caracterizează evoluția,
dezvoltarea și performanța economică, reprezintă cu adevărat o provocare nu doar

pentru activitatea de gestionare a resurselor umane ci și pentru un manager al unei
entități. Mai mult decât atât, abordarea propusă poate contribui, pe de-o parte, la
dezvoltarea unor modele teoretice şi, pe de altă parte, la transpunerea acestora în
practică în condițiile economice ale unei piețe în permanentă evoluție și schimbare
care răspunde unui ritm susținut de dezvoltare a comunității, privită ca beneficiar și
consumator al bunurilor și serviciilor produse de organizație.
În spiritul celor prezentate mai sus, subiectul lucrării are în vedere plasarea
contextuală a managementului resurselor umane ca şi concept teoretic, în analiza
organizațională, dar şi investigarea și transpunerea aplicativă a instrumentelor
specifice într-o perspectivă integrată, economică, managerială, cu evidențierea
elementelor concrete de oportunitate în condiţiile impuse, subliniem din nou, de
dinamicile pieței muncii.
În ceea ce privește gradul de investigare a temei, în urma analizei teoriei de
specialitate dar și a practicii în domeniu, considerăm că, atât la nivel național cât și
internațional, analizele şi cercetările care au în vedere managementul aplicat al
resurselor umane nu sunt abundente dar, în acelaşi timp, preocupările specializate
asupra domeniului precum și asupra perspectivelor manageriale constituie o sursă
variată de perspective, date şi informaţii. Astfel, managementul resurselor umane
este un domeniu tratat de cele mai multe ori individual sau în contextul disciplinei
managementului, eventualele raportări practice fiind extrem de aplicate, datorită
constrângerilor analitice impuse de teoretizarea și soluționarea unor circumstanțe
concrete. Conform argumentației de mai sus, considerăm că, pe de-o parte,
conceptualizarea, iar pe de altă parte aplicarea unui proces efectiv de management
al resurselor umane la nivelul unei entități nu este funcțional în lipsa luării în
considerare a factorilor interni și externi ai organizației, din perspectivă managerială,
dar și a condițiilor, cerințelor și dinamicilor piețelor, în general, a pieței muncii, în
special, din perspectivă economică. În plus, considerăm că o abordare integrată din
perspectivă teoretică şi practică poate evidenţia, pe lângă aspectele funcționale, de
oportunitate, componente de constrângere, care, pot fi trecute cu vederea
constituind, în acest fel, elemente de risc la adresa politicilor de resurse umane, și
putând reprezenta, în aceste condiții, noi direcţii de analiză.
În aceste condiții, în considerarea nivelului de studiere și aprofundare a
problematicii putem afirma că, în special datorită modului de abordare, a
multidisciplinarităţii temei alese, implicaţiilor practice ale acesteia dar şi specificului

analizei, literatura românească de specialitate este destul de săracă în lucrări
complexe şi integrate asupra unui management aplicat al resurselor umane, al
raportării acestuia la conceptele și componentele specifice managementului
organizaţiei dar și la agregatele, mecanismele și instrumentele economice şi,
implicit, asocierii acestor concepte.
Totodată, considerăm că, indiferent de modul de abordare a cercetării, fie
din perspectivă managerială, fie din perspectivă economică sau sociologică,
subiectul investigat în lucrarea de față este unul deosebit de actual, cu evidente
implicații funcționale, ceea ce ar trebui să suscite un interes ridicat la nivelul mediului
academic şi al celui de afaceri.
În ceea ce priveşte sursele bibliografice, după cum arătam anterior,
analizele și investigațiile științifice privind managementul resurselor umane,
organizaţia, piața muncii, dimensiunile analitice ale acestor concepte, ale
mecanismelor asociate acestora, dinamicile interne şi implicațiile acestora sunt
abundente şi variate pentru fiecare din acestea în parte sau pe anumite interacțiuni
ale acestora din perspectivă sectorială. Cu toate acestea analizele integrate care să
cuprindă aceste concepte și să le trateze interconectat, așa cum își propune lucrarea
de faţă, sunt puține. Având în vedere acest lucru, stabilirea ipotezelor de lucru,
dezvoltarea acestora, investigarea și stabilirea concluziilor au avut în vedere
analizele și abordările disciplinare și monografiile unor specialiști consacraţi la nivel
internaţional privind teoria generală a conceptelor analizate dar și dinamica
sectorială a acestora, elemente care au condus la oportunitatea valorificării temei
cercetării într-o abordare comprehensivă, multidisciplinară.
În același timp, recursul la analizele și articolele prezentate în cadrul unor
seminarii şi conferinţe prestigioase în domeniul economiei, sociologiei şi
managementului, au contribuit la completarea fondului documentaristic consultat.
În cele din urmă, dar nu în ultimul rând, pentru atribuirea unui caracter cât
mai actual demersului științific de față și pentru valorificarea tuturor oportunităților de
documentare, am recurs la accesarea surselor de informare din spaţiul virtual ca o
modalitate eficientă de a valorifica informații cât mai variate și actuale.
Analiza de fond realizată în cadrul prezentului demers doctoral, a avut în
permanență în vedere asigurarea caracterului de noutate ştiinţifică a lucrării. În acest
sens, asocierea conceptelor analizate și raportarea lor funcțională pentru
fundamentarea mecanismelor și componentelor procesuale moderne, cu certe

aplicabilități practice vizează tocmai realizarea acestui obiectiv. Pe de altă parte,
după cum am arătat anterior, în prezent, în ceea ce privește literatura de specialitate
din țara noastră, nu am identificat o lucrare care să realizeze o astfel de analiză
integrată a managementului resurselor umane şi a perspectivelor de adaptare a
proceselor specifice și de inovare în acest domeniu prin raportarea funcțiunilor
teoretice la oportunitățile și constrângerile impuse de necesitatea obținerii de
performanțe în medii economice concurențiale. Din această perspectivă, lucrarea de
doctorat pe care o propunem, are o structură riguroasă, cu o abordare logică și care
investighează cele mai importante elemente ale managementului resurselor umane
din perspectiva necesității de adaptare la dinamicile organizației în interacțiune cu
mediul acesteia, și ca mecanisme de răspuns structural la condițiile impuse de piața
muncii, realizând evaluări, evaluând modalităţi de implementare ale soluțiilor
identificate şi analizate în scopul asigurării funcționalității și inovării proceselor
specifice unui management al resurselor umane performant.
În condițiile unei insuficiențe a demersurilor teoretice asupra abordării
integrate, funcționale, a proceselor specifice managementului resurselor umane în
contextul urmăririi finalității acestora – valorificarea oportunităților de pe piața muncii
în scopul creării și consolidării unui colectiv cu pregătire profesională solidă care să
răspundă dinamicilor piețelor - considerăm că lucrarea de față va contribui la
dezvoltarea unei abordări funcționale a procesului de management al resurselor
umane componentă a managementului organizaţional dar și ca instrument de
performanță economică.
Pentru realizarea obiectivelor cercetării doctorale, metodologia cercetării a
avut în vedere abordarea sistemică a analizei şi utilizarea diverselor metode de
investigare științifică, cele mai frecvente fiind cea normativă, statistică, grafică şi cea
dinamică. Pentru asigurarea unui nivel științific cât mai riguros, am recurs și la alte
metode de cercetare, dintre care putem menționa cea de sinteză, de analiză
economică, compararea, inducţia şi deducţia, raportate la nevoia cunoaşterii
domeniilor analizate, precum şi alte procedee şi instrumente de cercetare ştiinţifică a
proceselor manageriale și economice.
Cercetarea propusă în cadrul demersului doctoral se fundamentează pe
elemente metodologice specifice mai multor discipline – economie, relaţii
internaţionale, management, sociologie. Astfel, conform celor afirmate, analiza
conceptuală are în vedere argumentarea şi clarificarea termenilor de specialitate;

analiza de conţinut a informațiilor şi a surselor documentaristice oficiale are ca
obiectiv fundamentarea ipotezelor şi realizarea demonstraţiilor raportate la situaţiile
concrete, practice. Ca un instrument de evaluare, analiza predictivă a avut în vedere
fundamentarea instrumentelor specifice de inovare și de asigurare a performanței în
managementul resurselor umane în raport cu dinamicile pieței muncii.
SINTEZA TEZEI DE DOCTORAT
Ca rezultat ştiinţific, teza de doctorat este structurată în patru capitole,
fiecare din acestea analizând, într-o succesiune riguroasă, logică, componentele
teoretice şi aplicațiile practice care influențează procesul de management al
resurselor umane în cadrul organizaţiei din perspectiva dinamicilor pieței muncii.
Propunând analizarea din perspectiva managementului a principalelor
structuri, instrumente și mecanisme manageriale, primul capitol are rolul de a stabili
nivelul și stadiul cunoașterii componentelor și elementelor care fac obiectul analizei.
Pe lângă acest rol, analiza propusă în această secțiune are în vedere investigarea a
două concepte cheie ale demersului doctoral: organizația și managementul
resurselor umane. Opțiunea pentru această abordare este justificată din
considerente de ordin teoretic dar și practic. Un prim considerent ar fi acela că,
organizația reprezintă componenta fundamentală a disciplinei managementului.
Toate procesele manageriale, toate mecanismele și instrumentele specifice se
raportează, într-un fel sau altul, la organizație. Opțiunea pentru raportarea
demersului la organizație este astfel justificată de importanța conceptului în teoria
managerială dar, și din rolul pe care îl are ca și cadru structural la nivelul căruia
procesul de management al resurselor umane se desfășoară. În interesul dezvoltării
analizei, rolul organizației este unul mai complex. Astfel, specificul organizării
activității, obiectul de activitate, cultura organizațională, sunt, fiecare elemente care
au un rol decisiv în orientarea și desfășurarea proceselor specifice managementului
resurselor umane. Pe un al doilea palier, analiza mediului organizațional, al
influențelor acestuia asupra unei entități, reprezintă nu doar o dimensiune
fundamentală managementului organizațional, dar ea are evidente conotații practice
care pot fi transpuse în influențele pe care dinamica pieței muncii, dinamica cererii și
a ofertei, specificul acestor două componente fundamentale economice, le au
asupra fiecărei entități, fie publice fie private. Raportat la obiectul cercetării

doctorale, demersul general propus în această secțiune are în vedere stabilirea
principalelor repere teoretice ale influențelor asupra managementului resurselor
umane produse de piața muncii, veritabilă condiție de mediu organizațional. Pe
aceste coordonate, analiza managementului resurselor umane ca și proces specific
disciplinei managementului, reprezintă o abordare firească, menită să întregească
cadrul teoretic al analizelor subsecvente. Abordarea propusă aici este una
complexă, elementele de generalitate privind organizația și managementul
resurselor umane, fiind completate de aspectele specifice referitoare la mediul
organizațional și specificitățile gestionării indivizilor din cadrul unei entități.
Al doilea capitol este cel care face trecerea de la abordarea tehnică, teoretică,
spre dimensiunea practică a cercetării, spre elementele concrete care au impact
asupra analizei demersului doctoral. Pe de altă parte, este secțiunea care mută
domeniul analizei de la management la economie, de la teorie la practică. Analiza
pieței muncii este una conceptuală, din perspectiva teoriei economiei generale, însă
are evidente elemente de transpunere practică tocmai pentru facilitarea
fundamentării unor ipoteze ulterioare și a dezvoltării demonstrației în secțiunile
următoare, în special în cea dedicată obiectului propriu zis al cercetării. În mod
concret, acest capitol reprezintă justificarea opțiunii analitice a demersului doctoral și
stabilește reperele investigației doctorale transpunând, indirect, procesul tehnic de
management al resurselor umane, în cadru dinamic, economic, subliniind
particularitățile analizei. De asemenea, analiza pieței muncii își are sursa în primul
capitol, rolul teoretic atribuit pieței muncii în economia lucrării fiind acela al mediului
extern al organizației, cel care influențează în mod dramatic atât performanța entității
cât și procesele de management din cadrul acesteia. Strict ca și analiză, abordarea
este una cuprinzătoare, mai mult decât conceptul, fiind analizați factorii specifici care
influențează dinamicile pieței muncii, forța de muncă, echilibrul dintre cerere și
ofertă, factori cu evidente componente practice.
Decurgând logic din al doilea capitol, cel de-al treilea are în vedere
dezvoltarea componentei economice a demersului doctoral dar, în același timp,
evidențiază și componenta practică a procesului de management al resurselor
umane. Din această perspectivă, analiza extensivă a ocupării ca și concept
economic are un rol deosebit de important în cadrul analizei în întregul ei. Această
afirmație este justificată din mai multe perspective. Prima dintre acestea, are în
vedere rolul conceptului de ocupare în teoria economică. Analiza extensivă a

literaturii de specialitate relevă faptul că ocuparea nu este doar un indicator
macroeconomic ci și un instrument fundamental care a stat la baza evoluției unor
adevărate școli de gândire economică. A doua perspectivă este cea funcțională, de
politici organizaționale și politici economice de creștere a gradului de ocupare, de
asigurare, astfel, a eficienței politicilor de resurse umane. Transpusă la demersul
doctoral de față, ocuparea, este nu doar finalitatea procesului de management al
resurselor umane, ci instrumentul care garantează performanța acestui proces dar și
capacitatea sa de adaptare la dinamicile sociale și ale pieței muncii. Perfecționarea
procesului, gradul de inovare se traduc în gradul de ocupare, în constanța nivelului
de ocupare și creșterea adaptabilității și flexibilității resursei umane într-o organizație
performantă.
În fine, al patrulea capitol reprezintă finalitatea logică a analizelor realizate în
secțiunile anterioare. Cu valențe de studiu de caz, demersul propus aici are în
vedere identificarea și dezvoltarea de soluții strategice de realizare a unui
management modern al resurselor umane în organizație. Chiar dacă are
caracteristicile unei analize teoretice, investigația realizată în această secțiune
justifică opțiunea analitică a cercetării doctorale și demonstrează aplicabilitatea
extinsă a soluțiilor inovative propuse pentru perfecționarea managementului
resurselor umane. Ca și conținut, fără a individualiza ca și obiect al analizei, se are
în vedere fundamentarea unor concluzii și soluții concrete raportate la subiectul tezei
de doctorat cu evidente fundamente în situațiile reale constatate în practică atât la
nivel regional cât și local, în diverse domenii de activitate.
Concluziile demersului doctoral, prezentate ca şi propuneri de dezvoltare a
domeniului, contribuie și la identificarea unor posibile direcţii ulterioare de cercetare.
După cum arătam la începutul lucrării, domeniul managementului resurselor umane
este unul complex susceptibil, după cum reiese din prezenta lucrare, de abordări
variate, astfel încât nu se poate considera că acest demers elucidează problematica
perfecționării procesului în cauză. Din acest motiv, din considerente de credibilitate
şi rigurozitate, scopul cercetării de față s-a raportat la asigurarea originalității analizei
și la integrarea conceptuală a componentelor investigate pentru fundamentarea
rezultatului demersului doctoral.
Pe aceste coordonate, considerăm că analiza de față va reprezenta o
contribuție de valoare pentru o cunoaștere mai bună a abordărilor și mecanismelor
de îmbunătățire a managementului resurselor umane în organizații, cu luarea în

considerare a unei abordări integrate și care să se fundamenteze pe aspecte
practice, funcționale.

ARGUMENT
The human resource is the fundamental element in the dynamics of any
organization, regardless of the field of activity or the constraints of the economic
environment. It guides the entire organizational scale, it decisively influences the
internal environment of the organization, ensures the relation of its structures with
the external environment and it decisively influences the evolution and performances
of the entities.
In this respect, the importance of the Human Resources Management
component at organizational level is obvious. Any analysis of the components of
organizational management relies, overwhelmingly, on the multifaceted and complex
approach of individuals' dynamics in the organization, on the tools and mechanisms
at the disposal of the manager for the establishmnet, consolidation and development
of a performance team able to meet the requirements imposed by the specific
competitive environment of the markets on which the entity operates but, at the
same time, and perhaps most importantly, from the perspective of the subject of the
present paper, the dynamics of the labor market.
In practice, the economic and social dynamics at community, regional and
global level have increasingly highlighted the role and importance of the human
resources management component within corporations or different economic
operators and beyond. The area of human resources, as a tool to ensure the
achievement of the organization's objectives, has gained increasing importance,
going through different phases of re-calibration and redefinition both as a whole and
as components. In this respect, we take into account the terminological and policy
evolution from the "staff" to "human resource management", as well as the
emergence of new management tools designed to increase performance - training,
coaching, continuous training and improvement, performance management, etc.
All these elements represent, finally, a successful, functional synthesis of the
theoretical part with the practical field, contributing both to the increasing importance
of management as a science and to the modernization of managerial practices at the
level of any organization.

ANALITICAL CONSTRAINTS AND OPPORTUNITIES
The field of human resources management is complex and vast, as it is
consistently influenced by any organizational dynamics. It can be approached from
several perspectives that concern both the organizational external and internal
environment. Moreover, the two dimensions produce a third one, which ultimately
envisages precisely what is to be based on the present research: ensuring a
modern, efficient human resource management process, adapted to the dynamics of
the labor market which responds, at the same time, to the imperatives of
performance in achieving the organization's fundamental goals.
In order to underpin such an approach, it is necessary to carry on an
integrated, complex approach of the elements that contribute to the establishment
and consolidation of an efficient team in an organization. One of the first areas of
concern is the one about the organization and, in particular, the organizational
specificity, based on the fact that the recruitment and selection of the personnel,
through the valorisation of the labor market offer, mainly concern compliance with
the resulting requirements of the entity's specificity, both as an organization and as
an activity.
Another aspect considered here is the organizational dynamics from the
perspective of relating its mechanisms with the environment in which it operates. We
refer, first of all, to modern managerial approaches that have as object the study of
the role of the organization's internal environment as elements of dynamizing the
activity of the entity in accordance with its structure but also with its objectives set in
its Charter.
Obviously, related to the dynamics of human resources and naturally
continuing the research, the analysis of the external environment, represented here
by the evolution of the labor market, has a fundamental role in the development of
the doctoral research. In this respect, the globalization, the more and more fierce
competition, the labor market status, the equilibrium and imbalances of the markets
on which the organization operates, have a decisive impact on human resource
management policies in any entity. On the other hand, this approach is the transition
from the theoretical approach to the practical one, to the direct relation among the

concepts analised in the first sections of the paper with the global economic and
social realities. In this perspective, the approach clearly takes into account the
constraints and opportunities of change management through the need to adapt to
global dynamics and response to labor market developments.
This approach facilitates the transition to the fundamental concept of the
doctoral research, namely the identification of modern, innovative solutions, aimed at
capitalizing on all the opportunities of the labor market, valorisation of the labor force
and maximizing the efficiency of the available resources in order to counteract the
constraints on the labor market. In other words, in the context of a strategic, modern
and effective human resource management, this approach involves identifying the
best labor market offers, attracting them to the organization, as well as the
development of innovative tools that can help increase the professionalisation of
available human resources, in order to engage in complementary activities while
ensuring an optimal level of performance. Under these circumstances, we intend to
analyse well-established tools of training and professional development - motivation,
training, coaching, evaluation, etc. - but also of some modern ways and approaches
to improve the specific managerial processes in this field. Obviously, all these
concepts are approached and analyzed in a realistic way, according to the economic
and social requirements that eventually influence the dynamics of the organization.
METODOLOGICAL LANDMARKS
The approach of the research intended to ensure a complex, integrated
scientific investigation. The management of human resources, as a component of
management science, as a necessity in ensuring the achievement of the objectives
of an entity has always been a preferred subject of analysis both in the Romanian
scientific literature and in the foreign one. However, addressing this area by
reference to the components, instruments and mechanisms of economic theory and
practice, multidimensional analysis of this reporting, transposing such hypotheses
based on specific managerial processes and practical developments, is a particular
approach, little approached or included in other research which places human
resource management as a stand-alone domain or in situations associated with the
theoretical investigation on management discipline. Taking into consideration these
elements, the identification, substantiation and development, as a subject of the

present research, of the approach and the realtion of the specific human resources
management mechanisms to the market economy conditions, to the dynamics of the
competitive environment that characterize the evolution, development and economic
performance, represents a challenge not only for human resource management but
also for a manager of an entity. Moreover, the proposed approach can contribute, on
the one hand, to the development of theoretical models and, on the other hand, to
their implementation in the economic conditions of a constantly evolving and
changing market that responds to a sustained pace of community development as a
beneficiary and consumer of the goods and services produced by the organization.
In this respect, the subject of the paper is the contextual placement of human
resources management as a theoretical concept, within the organizational analysis,
but also to investigate and implement the specific instruments in an integrated,
economic, managerial perspective, highlighting the specific opportunity components
in relation with the conditions imposed, we underline again, by the dynamics of the
labor market.
Regarding the degree of investigation of the topic, following the analysis of
the specialized theory and of the practice in the area, we consider that, both at
national and international level, the analyzes and researches that concern the
applied management of the human resources are not abundant but, at the same
time, specialized concerns on the field as well as managerial perspectives are a
diverse source of perspectives, data and information. Thus, human resource
management represents an area that is often analysed individually or in the context
of management science, and some practical relations are highly applied, due to the
analytical constraints imposed by the theoretization and the solving of specific
circumstances. According to the above, we consider that, on the one hand, the
conceptualization and, on the other hand, the application of an effective human
resources management process at the level of an entity is not functional unless
taking into account the internal and external factors of the organization, from a
managerial perspective, but also of the conditions, requirements and dynamics of the
labor market in general, especially from an economic perspective. In addition, we
believe that an integrated approach from a theoretical and practical perspective can
highlight, complementary to the functional aspects of opportunity, constraining
components that can be overlooked thus constituting elements of risk to human

resources policies, and may, in these circumstances, represent new directions of
analysis.
In this respect, considering the degree of analisys of the problem, we can
say that, especially because of the approach, the multidisciplinarity of the chosen
topic, its practical implications, but also the specificity of the analysis, the Romanian
specialized literature is quite poor in complex and integrated works on the applied
human resources management, relating it to the specific concepts and components
of the management of the organization, as well as to the components, mechanisms
and economic instruments and, implicitly, the interaction of these concepts.
At the same time, we consider that, regardless of the way of approaching
the research, either from a managerial perspective or from an economic or
sociological perspective, the subject investigated in the present paper is a very
current one, with obvious functional implications, which should give rise to a high
interest in the academic and business environment.
As far as the bibliographic sources are concerned, the scientific analyzes
and investigations on human resources management, the organization, the labor
market, the analytical dimensions of these concepts and their associated
mechanisms as well as the internal dynamics and their implications are abundant
and varied for each of them or for part of them from the sectorial perspective.
However, integrated analyzes that encompass these concepts and treat
them interconnected, as proposed by this work, are quite few. In view of this, the
establishment of the working hypotheses, their development, the investigation and
the establishment of the conclusions, took into consideration the disciplinary
analyzes, the approaches and the monographs of some internationally recognized
specialists on the general theory of the analyzed concepts, but also on their sectoral
dynamics, which led to the opportunity to capitalize the research theme in a
comprehensive, multidisciplinary approach.
At the same time, the appeal to the analyzes and articles presented at
prestigious seminars and conferences in the field of economics, sociology and
management contributed to the completion of the documentary material investigated.
Finally, but not least, in order to get the most current scientific approach and
to capitalize on all the opportunities for documentation, we accessed the information

sources from the virtual space as an effective way to use information as much as
possible varied and current.
The substantive analysis carried out within the present doctoral approach
has always had to ensure the scientific novelty of the paper. In this sense, the
association of the analyzed concepts and their functional relating to substantiate the
modern procedural mechanisms and components with certain practical applicability
aims precisely at achieving this objective. On the other hand, as we pointed out
above, at present, regarding the specialized literature in our country, we have not
identified a work that will carry out such an integrated analysis of human resources
management and the perspectives of adapting the specific processes and innovation
in this area by relating the theoretical functions to the opportunities and constraints
imposed by the need to achieve performance in competitive economic environments.
From this perspective, the doctoral thesis we propose, has a rigorous structure with
a logical approach that investigates the most important elements of human resource
management from the perspective of the need to adapt to the dynamics of the
organization as it interacts with its environment as well as mechanisms of structural
responses to the labor market conditions, evaluating ways to implement the solutions
identified and analyzed to ensure the functionality and innovation of the specific
human resource management processes.
Given the insufficiency of the theoretical approaches to the integrated,
functional approach of the human resources management processes in the context
of pursuing their objectives - capitalizing on the labor market opportunities in order to
create and consolidate a team with strong professional training that responds to the
dynamics of the markets - this paper will contribute to the development of a
functional approach to the human resource management process as a component of
the organizational management as well as an economic performance tool.
In order to achieve the objectives of the doctoral research, the methodology of
the research considered the systemic approach of the analysis and the use of
various methods of scientific investigation, the most frequent ones being the
normative, statistical, graphic and the dynamic one. In order to ensure a rigorous
scientific level, we used other research methods, among which we can mention the
synthesis, economic analysis, comparison, induction and deduction, related to the
need of knowledge of the analyzed domains, as well as other methods and tools of
scientific research on managerial and economic processes.

The research proposed within the doctoral thesis is based on methodological
elements specific to several disciplines - economics, international relations,
management, sociology. Thus, according to the above mentiones elements, the
conceptual analysis considers the argumentation and the clarification of the specialty
terms; content analysis of official documentary sources and sources aims to
substantiate hypotheses and to make demonstrations related to practical, practical
situations. As an evaluation tool, the predictive analysis was focused on the
substantiation of specific innovation and performance tools in human resource
management in relation to labor market dynamics.

As a scientific result, the doctoral thesis is structured in four chapters, each
of them analyzing in a rigorous, logical sequence the theoretical components and
practical applications that influence the process of human resource management
within the organization from the perspective of the labor market dynamics.
By proposing to analyze from the perspective of management the main
structures, tools and managerial mechanisms, the first chapter has the role to
determine the level and the stage of knowledge of the components and elements
that are subject to the analysis. In addition to this role, the analysis proposed in this
section is to investigate two key concepts of doctoral work: the organization and the
management of human resources. The choice for this approach is justified by
theoretical and practical considerations. A first consideration would be that the
organization is the fundamental component of management science. All managerial
processes, all mechanisms and specific tools relate, in one way or another, to the
organization. Relating to work to the organization is thus justified by the importance
of the concept in managerial theory but also by the role it plays as a structural
framework at which the human resource management process takes place. In the
interest of developing the analysis, the role of the organization is more complex. In
this respect, the specifics of the organization of the activity, the object of activity, the
organizational culture, are all elements that have a decisive role in the orientation
and the development of the processes specific to the management of human
resources. On a second level, the analysis of the organizational environment and its
influences on an entity, is not only a fundamental dimension of organizational

management, but it has obvious practical connotations that can be translated into the
influences that the dynamics of the labor market, the dynamics of demand and
supply, the specifics of these two fundamental economic components have on each
entity, whether public or private. Regarding the subject of doctoral research, the
general approach proposed in this section is to establish the main theoretical
aspects of the influences on the management of human resources produced by the
labor market, a genuine environmental organizational condition. On these
coordinates, human resources management analysis as a process specific to
management science, represents a natural approach, designed to complete the
theoretical framework of subsequent analyzes. The approach proposed here is a
complex one, the elements of general human resource organization and
management being complemented by the specific aspects related to the
organizational environment and the specifics of the management of individuals within
an entity.
The second chapter is the one that makes the transition from the theoretical
technical approach to the practical dimension of the research to the specific
elements that have an impact on the analysis of the doctoral approach. On the other
hand, this is the section that moves the area of analysis from management to
economy, from theory to practice. Labor market analysis is conceptual from the
perspective of general economy theory, but it has obvious practical transposition
elements to facilitate the substantiation of subsequent hypotheses and the
development of the demonstration in the following sections, especially in the one
dedicated to the actual research object. Specifically, this chapter represents the
fundamental of the doctoral thesis's analytical option and establishes the landmarks
of the doctoral investigation by indirectly translating the technical process of human
resources management to dynamically and economically approach, highlighting the
peculiarities of the analysis. In the same time, the labor market analysis has its
source in the first chapter, the theoretical role attributed to the labor market in the
framewrok of the current scientific paper is that of the external environment of the
organization, which influences dramatically both the performance of the entity and
the management processes within it. Strictly as an analysis, the approach is
comprehensive, more than the concept analysing the specific factors influencing the
dynamics of the labor market, the labor force and the balance between supply and
demand, factors with obvious practical components.

By logically continuing the second chapter approach, the third one considers
the development of the economic component of the doctoral approach, but at the
same time, highlights the practical component of the human resources management
process. From this perspective, the extensive analysis of occupation as an economic
concept has a particularly important role in the analysis as a whole. This is justified in
several perspectives. The first of these, takes into account the role of the concept of
employment in economic theory. The extensive literature review reveals that
employment is not only a macroeconomic indicator, but also a fundamental tool
behind the evolution of true scholars of economic thinking. The second perspective
is the functional one, as the organizational policies and economic policies aim to
increase employment, thus ensuring the efficiency of human resources policies. As
related to the current doctoral approach, employment is not only the final result of the
human resource management process but the instrument that guarantees the
performance of this process but also its ability to adapt to social dynamics and the
labor market. Improving the process, the degree of its innovation, translates into
employment, into constancy of employment and increasing the adaptability and
flexibility of human resources in a performing organization.
Finally, the fourth chapter is the logical result of the analyzes carried out in the
previous sections. As a case-study approach, the analysis proposed here aims to
identify and develop strategic solutions for achieving a modern human resource
management in the organization. Even if it has the characteristics of a theoretical
analysis, the investigation conducted in this section justifies the analytical option of
doctoral research and demonstrates the wide applicability of the proposed innovative
solutions for improving human resource management. As content, without
individualizing the subject of the analysis, this chapter considers the substantiation of
some conclusions and specific solutions related to the subject of the doctoral thesis
with obvious implications on the real situations found in practice at both regional and
local level, in various fields activity.
The conclusions of the doctoral thesis, presented as proposals for the
development of the scientific domain, also contribute to the identification of possible
future research approaches. As shown at the beginning of the paper, the area of
human resource management is a complex one, which may be subject of various
approaches, so that this approach can not be considered as elucidating the issue of
improving the process in question. For this point of view, considering the credibility

and rigor, the purpose of this research has been to ensure the originality of the
analysis and the conceptual integration of the investigated components to
substantiate the outcome of the doctoral process.
In this respect, we believe that this analysis will be a valuable contribution to
a better knowledge of approaches and mechanisms to improve human resource
management in organizations, taking into account an integrated approach that builds
on practical, and functional elements.
