Started in a hot summer Sunday, on August 8, 1934 at the initiative oa newspaper, Sportul Zilnic, the Cycling Tour o Romania has come torepresent today a sporting event with a tradition o almost 80 years.

Arousing the publics interest rom the very frst edition, with a high degreeo attention and an enthusiasm generated by this new kind o competition,the Tour still is a mix o individual strength, endurance, ambition anddiscovery.

Now, almost 50 years rom the frst start, La Petite Boucle prepares or atour that combines traditional places with new stops, all o it ended where

1200 cyclists started back 80 years ago: in Bucharest.

The Cycling Tour o Romania is a symbol o persuasion and passion, o theree spirit and nonetheless o the pride to be a cyclist.

Enjoy the Tour and may the best one win!

RTICLE 1. ORGANIZATIONhe 50th International Tour o Romaniais organized by the Romanian Cycling and Triathlon Federation, Vasile Conta 16, Bucuresti, ROMANIA, phone : 004 021 3170890 ax: 004

is to be held rom 30 June to 06 July3 2013 over six stages and prologue.

0th Romanian Cycling Tourhas the category ME 2.2 and reserve its participation o teams (article 2.1.005 UCI), or the teams aliated at Romanian Cycling Federation

.R.C.) and U.C.I. The competition will take place according to the UCI and Romanian Cycling rules. For all situations which are not mentioned in these regulations the U.C.I. and

omanian Cycling Federation rules will be reerred to.

RTICLE 2. TYPE OF EVENThe event is open to athletes o the Men Elite and U-23 category. The event is entered on the UCI Europe Tour Calendar and is registered as M.E. class 2.2 events.

RTICLE 3. PARTICIPATION

he race is under invitations and reserved or teams o the ederations aliated at UCI. As per article 2.1.005 o the UCI regulations, the event is open to the ollowing teams:

CI continental teams, national teams, regional and club teams. As per article 2.2.003 o the UCI regulations, teams must be ormed o minimum our (4) and maximum six (6)

ders. The maximum number o attendants per team is 3. The maximum number o teams admitted is 17.

RTICLE 4. DESCRIPTION OF RACEhe race will be have 6 stages and prologue totaling o 1,033 km, in the tehnical guide will be presented the ollowing:

RTICLE 5.he accepted teams will benet rom the Organization o accommodation rom 29 June (lunch) until 7 July (breakast). The riders who are withdrawing rom the race will be

nder their expenses rom the day ater their withdraw.

RTICLE 6. TEAMShe riders, members o teams are obligated to wear during the race same jersey with the exception o National Champion, World Champion and the leaders o special results.

RTICLE 7. SPORTS / TECHNICAL DIRECTORSch team must be conduced by one Technical / Sport Director who must possess a license o the Federation aliated at UCI or the year in course. The Sport / Technical Directors

e obligated to:

e present at the organizers or accreditation;

e present at Commissaires Panel or the operations o license control;

e present at Organizations Director or the car registration o team in the race;

articipate at technical meeting;

he Sport / Technical Director must:

ccept that the rules will be respected by the riders and teams personal;o assure that own riders, titular o jersey, will be present on time scheduled or the prizes ceremony made by the Organization;

o announce the nish commissaries at the end o competition about the number o rider who abandoned;

o acknowledge o the posted paper, concerning the doping control, at the nish line and assure that the riders o team announced will be present in scheduled time, at the

RTICLE 8. RACE HEADQUARTERShe preliminary operations o license control will be on 29 June rom 10:00 to 16:30 at Marghita City Hall, Str. Republicii, 1, Marghita, Bihor (47.345395, 22.337573).

RTICLE 9. TECHNICAL MEETINGhe technical meeting with the Organization Director, Reeree College, Staf and Technical/Sport Directors (they are obligated to participate) will be on 29 June, at 17:00,

RTICLE 10. RULESust be respected the present rules by everybody member o the tour and or the details which has not been described, the Romanian Cycling Federation and UCI rules and also:

he riders authorized by one ederation aliated at UCI;

ll implicated personal recognized and ocalized by the Organization or race display.

ARTICLE 11. RESPONSIBILITYConcerning the place and race route, the Organization Society and their members dont take any responsibility or the incident or accident producing people, cars, motors, and

bikes accidents. Also any mistake or delict accomplished by the race participants cannot enter in the charge o the organizations and his collaborators.

ARTICLE 12. RACE CODEThe riders and ocial cars drivers presented at race are obligated with rigorous observation to see the race code specied in UCI and Romanian Cycling Federations Rules and

the dispositions o the Director o the Organization. The accreditations will be retreat rom all persons who (directed or undirected) are responsible o non respected dispositions

upper explicated. The organization will put a security service or the riders protection. The race will be preceded by one car with the panel Attention cyclist raceand one car

at the end o race with the mention Cyclists race end.

ARTICLE 13. BONIFICATIONSBe given at the end o each stage (nal sprint) as ollows:

-10 seconds or the rider arrived rst;

- 6 seconds or the rider arrived second;

- 4 seconds or the rider arrived third;

ARTICLE 14. PENALTIESThe UCI penalty scale is the only one applicable .

ARTICLE 15. FINISHING TIME LIMITSThe riders who will arrive with a delay time greater than specied in technical guidance during the winner, will be disqualied rom competition. In certain weather conditions

the time limit may be increased.

ARTICLE 16. ABANDONSIn case o abandon, the riders must give their numbers at one Commissaire or Direction o the Organization and cannot ride at any other race until the nish o the Romanian

Cycling Tour.

ARTICLE 17. CONTESTATIONAll reclamations or contestations concerning strictly the race acts must be studied by the Commissaire Panel. No reclamation will be take into consideration i is written and

accompanied by a money caution o 200 lei. This caution can be restitute i the reclamation is ounded.

The reclamations must be made to the Commissare Panel on the ollowing terms:

- Over the classications, lately beore start o the next stage;

- Over race irregularities, lately one hour ater the arriving;

- Over the general nal classication, lately 30 minutes ater the ocial prize ceremony.

ARTICLE 18. ANTIDOPINGThe UCI Anti Doping regulations are entirely applicable at the event. At the end o each stage, an eventually anti doping control will be made under the existed laws by scribed

communication at nish line made by the Organization. The riders will present their license and passport or identity card. They can be accompanied by their Sport/Technical

Director.

Responsible or the Anti Doping control is the Romanian National Anti Doping Agency.

ARTICLE 19. RADIO TOURThe Organizer provides one Radio Tourinormation service or all team cars (one by team). One receptor or the inormation communicated during the race. The team is

responsible or the good condition o station. The service is in language Romanian and English

ARTICLE 20. PRIZESThe prizes o stages and general results are xed under the scale established by UCI and Romanian Cycling Federation. The prizes scale is indicated by the present Special Rule

o this Tour. Eventually especially prizes will be indicated in time at technical reunionor in daly communicate. The money prize will by transers to the National Federation that

issued the riders licences, ater 45 days ater the nish o the race, trough bank transers.

RTICLE 21. NUMBER OF POINTS UCIe numbers o points will be attributed under the UCI rules. Final general individual clasication: place 1 40p, place 2 30p, place 3 16p, place 4 12p, place 5 10p, place

8p, place 7 6p, place 8 3p. Stage Clasication: place 1 8p, place 2 5p, place 3 3p.

RTICLE 22. WEARING THE HELMETuring the race all riders are obligated to wear the helmet. At the start race no cyclist is allowed to participate without wearing the helmet.

RTICLE 23. RACE NUMBERSch rider is obligated to:

wear two race numbers xed under the t-shirt;

x under the own bike the rame number;

ut on helmet the stick with the race number;

e body, rame and helmet numbers are distributed by the organizations at the moment o preliminary operations made by the Reeree College in the rst day. The rain coat

ust be transparent. Is orbiten to cut the race numbers. Cought with a distance o 5 cm apart.

RTICLE 24. ROUTEe route and start hour o stage are indicated under the ocial program o race and under the daily ocial communicate o the organization.

RTICLE 25. REUNION PLACE OF THE STAGE the riders and their Sport / Technical Director must be present at the meeting place with minimum 1 hour beore the xed hour or the stage start, or any eventually

remonies and signing o start list. The signatures or the start list are ending beore 10 minutes o start race. The riders must be under dispositions o start Commission. In case

neutral route, this will be made ater the Organizer Directors car. For time trial each rider must be present at start place minimum 30 minutes beore the start hour and or the

art list signature 15 minutes beore his departure.

RTICLE 26. TEHNICAL ASSISTANCEheel or bikes change are permitted between the riders o the same team. The organizer put on disposition two neutral cars identied by the special signs and yellow sticks

th mention MASINA NEUTRA/NEUTRAL CAR.

RTICLE 27. OFFICIAL TEAMS CARch team must have only one ocial car or the race even the team stays with only one rider. The numbers or the orders car will be distributed each day by the Organizer. The

rs order will be established by the general individual result.

RTICLE 28. REFRESHMENT DURING THE RACEe rereshment will begin ater the road mark sign BUFFET START. Will be made behind the President College Commissions car or other Commissaries car rom 50 km ater

e start until 20 km rom the nish line on the let part o teams car. The nish rereshment will be marked with BUFFET STOP. Any other details will be provided on the rst

union or daily bulletins. It is orbidden the rereshment on climbing and descending. The riders escaped rom the bunch who cannot be rereshed with drinks or ood rom their

r can be supplied rom the neutral car. The rereshment between the riders is admitted during the entire race.

RTICLE 29. MEDICAL SERVICEe service is lead by a doctor who is directing responsible. The service is made during the race by a car and two ambulances. The doctor is on disposition o all participants at

ce rom the rst preliminar y operations until the end o maniestation. The doctor, concerning its attributions is considered as a reeree o Romanian Cycling Federation. The list

hospitals and emergency service will be mentioned or each stage under the ocial communications o the Organizations by the Race Doctor. Only the Race Doctor can give

edical assistance during the race, even i it is present a doctor rom the riders team.

RTICLE 30. TRAIN PASSAGEe train passage is considerate closed rom the starting o red light or sound signal. Also closed or the older train passage without special attentions (light or signal), i the

rrier is closed or starting to go down. Passing on a closed train passage is absolutely orbidden. The riders who are passing on a closed train passage rom that moment they

e not members o the race and will be dropped out rom the race.

e Reeree College must:

eutralize the race or all time during the closed barrier o the train passage;

revue a timekeeper at head o bunch to take the time o closing the barriers, to be able to establish the time distance between the riders or bunches;

the advantage o one or more riders is less than 30 seconds, at the time o opening barriers, all bunch start together;

the advance o one or more cyclists is more than 30 seconds, at the moment o opening the train passage, the cyclists or bunch will start in the order o arriving at time

n case o the train passage is closing ater one or more cyclists passed, it is not took any measure or them and the closed train passage is considered a race accident;

n all other cases (train passage closed or a long time etc), the jury o reerees decide the dispositions to be taken.

ARTICLE 31. LAST THREE KILOMETERSIn the case o a dully noted all, puncture or mechanical problem in the last three kilometers, the rider(s) involved shall be credited with the time o the rider(s) in whose

company they were riding at the moment o the accident. His or their placing shall be determined by the order in which he or they actually cross the nishing line. I as the

result o a all in the lost three kilometers, a rider cannot cross the nish line, he shall be placed last in the stage and credited with the time o the rider or riders in whose

company he was riding at the time o the accident.

This article is not applicable in case o arriving on hill with the exception i the accident happened beore the hill (mountain). The decision concerning the title arrived on hill

and beore the hillis established by the Commissaires Panel.

ARTICLE 32. CLASSMENTSThe classications o the Romanian Cycling Tour Edition 50th are:

a)Individual Stage Classication will be made by the order o passing the nish stage line, at the nal sprint. Bonications given or the nal sprint o each stage are as ollows:

-10 seconds or the rider arrived rst;

- 6 seconds or the rider arrived second;

- 4 seconds or the rider arrived third;

b)Teams Stage Classication is made by addicting the time o the rst three cyclists o each team, taking into consideration the bonications and penalties. In case o time

equality, the order will be decided by de addition o places obtained by those three cyclists. I one team reduce its cyclists members less than three riders, this one will not be

gured in this classication. In this case, is it orbidden the help between the riders remained in the race. These ones will contest only individually.

c)General Individual Classication (Yellow Jersey) which is established by adding the ocial time obtained in every stage by each rider, adding the bonuses and the penalties.

I two or more riders have the same time in general individual top, the order will be establish by adding the places o those riders at every stage. I there still are some riders with

the same time, the place obtained in the nal stage will decide the winner.

d)General Team Classication it is made by adding the ocial time o every team obtained in every stage. In the general team classication, i there are two or more teams

with the same time, the order will be established by adding the teams places who win more stages, then by adding the second places o team on more stages and so on, untilthere will be the nal depart o those teams on this top.

e)General Individual Points Classication (White Jersey) it is made by adding every stage point in order o their places. The winner will be declared the one who have more

points. Points will be given: 1st place- 25 points, 2nd place- 20 points, 3rd place- 16 points, 4th place- 14 points, 5th 12 points, 6th 10 points, 7th 9 points, 8th 8 points,

9th 7 points, 10th 6 points, 11th 5 points, 12th 4 points, 13th 3 points, 14th 2 points, 15th 1 point. I there are two or more riders with the same points until the

end o the last stage, the diference will be made by adding their numbers o stage wins; i they still have identical number o victories, the victory o intermediary sprints will be

taken into consideration; in the nal i the equality still remain, the diference will be by the general top time. For having rights on prizes in General points scale, the riders must

nish the entire race.

)General Climber Classication (Green Jersey) The classication is obtained by adding the points attributed on the GPM o the mountain:

-G.P. o the mountain B category: 10-8-6-4-2; points or the rst arrived on this type o GPM;

-G.P. o the mountain C category: 3-2-1; points or the rst arrived on this type o GPM;

I two or more riders have the same points number, the rider who add more 1st places on a GPM o category A will be declared the winner. I they still have the same place, the

order will be made by adding the number o victories obtained in the C GPM category; i they have the same place in general classication, will take the consideration o the

order on Final General Time Classication. For prizes on general top classication at GPM, the riders must nish the entire race.

g)General Sprint Classication (Red Jersey) or the rst three riders classied at two intermediary sprints o each stage are attributed as ollows: (5-3-1). In case o equality it

will be taken into consideration the best place on the last sprint. To have the right on prizes in the general sprint classication, cyclists must obligatory nish the race.

g)General Individual Romanian rider Classication (Blue Jersey) Is made by the individual general classication (yellow t-shirt), taking into consideration only the Romanian

riders.

The leaders jerseys are attributed on the next order:

a)Individual Time General Classication - yellow;

b)Individual Points Classication - white;

c)Climber Classication (GPM) - green;

d)Sprinter Classication - red;;

e)Individual Romanian Riders Classication - blue.

)Individual Romanian Riders Classication under 23 - white

ARTICLE 33. LEADER JERSEYThe riders, leaders o the general classication or o one special classication o the Rules, must wear, in the race the t-shirt provided by the organizations. In the case o one

rider have more than one t-shirt it will wear the priority one. On the other classication the t-shirt will be wear by the second and so on. For the eventually special classication

in case o equality o points or time will be reerred at the UCI Rules.

ARTICLE 34. OFFICIAL CEREMONYAter each stage, the riders must submit or the protocol ormalities which decide the winner o the stage and the titular o the leaders t-shirts.

ARTICLE 35. ORGANISATIONS PERSONS VEHICLES AND MOTOSOcial vehicles and mottos will be driven by acreditated persons, having driving license and the transport car will be scribed with distinct signs provided by the organiser.

During the competition will be respected the driving Romanian rules.

ARTICLE 36In the case o not mentioned details into this rules, the dispositions reers at the Romanian Cycling Federation and UCI rules and the laws o the Romanian Country.
