INTRODUCTION

Whenwethinkabouttheyearthatpassedby,itseemslikethe365daysoftheyearhavebeenthelongestandhardestever.Since16yearswewereused to faceproblemswith thebureaucracy,

inadequatelegislationorhostilepeople.Butwealwaysmanagedtofinddoorsinthebureaucracy

andinthe legislationandwemetwonderfulpeoplewhichhelpedustofulfilourmissiontohelp

adultswithintellectualdisabilitiestohaveabetterlife.Sinceourbeneficiariesareagedbetween

20and65years,theirfamilieswould losetheirenergywithoutprofessionalhelpwouldntknow

howtogoon

In2012PentruVoistruggledtocarryonwhattheybuiltupfor16yearsamodelofexcellence

recognizednationallyand internationally forour serviceusersdignity.Wehavedealtwith the

crisiscreatedbytheblockingoftheEuropeanfunds,namelythePOSDRUprogram.Althoughwe

havefulfilledallcontractualobligations,wedidnotreceiverefundsandwewokeupwithnocash

toenableustofinanceallouractivities.Wehadtofighthardinordertofindotherpossibilitiesto

receivefundssothatourbeneficiariesdonthavetosufferandwecouldcontinueallouractivities.

However,2012broughtalotofgoodresultsweenjoyandwewanttosharewithyou.

1. SOCIALSERVICESWe offered community based services for 195 adults

withintellectualdisabilitieswith15morethanin2012.

The day centres supported 154 service users adults

with intellectual disabilities. Last year we opened in a

festiveceremonythedaycentreNewHorizons,which

helpedustobringnewpersonsfromthewaitinglistand

todecongestion theother2day centres.Thenewday

centresupport28personswithintellectualdisabilitiesin

the CopyCentre oriented to develop the working

abilitiesofourserviceusers.

We continued our activities in the 6 protected houses

whichhost28personswithintellectualdisabilities.Abig

part of the expenses of the protected houses were

financedbytheFoundation,whichpassedtroughsevere

economical crises last year. We fight to keep this

apartmentsopenforourserviceusers.Withoutusthey

would have been stay on the streets or in the big

governmentalinstitutions,andourworkforyearswould

havebeeninvane.

30personswith intellectualdisabilitieswere supported

trough the respite care services (support in accessing

thesocial,medicaltransportservices inthecommunity)

andanyothertypeofhelptheyneededtohaveadecent

life.

2. THESOCIALENTERPRISEPENTRUVOI&THEEMPLOYMENTSERVICEThe two departments also collaborated this year supporting and completing each other. We

managedtoemploy17personswithintellectualdisabilitiesontheopenlabourmarketand42in

the Social Enterprise Pentru Voi. The social enterprise had 51 partnerships with different

companies and we organized 2 mobile teams of assembling and cleaning. 70 persons with

intellectualdisabilitiesbenefitofemploymentsupport.

Wemanaged tomaintain the old contracts and to bring new oneswith the Social Enterprise,

which generatejobs and a better life for adults with our services. On the other hand those

incomesrepresentedaveryimportantsupporttomaintainoursocialservices.

WeeklyweorganizedthecontestWorkeroftheWeekforthe3daycentres,andattheendof

theyearweofferedtheawardWorkeroftheyear:LaureniuMunteanuattheDayCenterNew

Horizons,MarianPetreattheDayCentreTogetherandAlexandruDragomirattheDayCentre

LadislauTacsi.

3. PROJECTSWe have finalised the project Social Economy an

opportunity to peoplewith developmental disability

whosemainoutputistheconstructionandinauguration

of the NewHorizonsDay Centre, for30peoplewithintellectual disabilities. The event was chaired by the

Netherlands Ambassador, whose main result was the

construction and the inauguration of New Horizons

Day Centre for 30 people with developmental

disabilities. Among the participants, the Netherlands

Ambassador, TimisoaraMayor, Timis County chairman,

representativesofthebusinesscommunity,parents,volunteersandmediarepresentativeswere

alsopresent.

Other achievements: set up of a new in home support service for adults with developmental

disabilities, supplying services for 23 service users, development of new 45 partnership

agreementswithlocalcompanies/institutionsandtheprotected unit,employmentsupportfor16

people with developmental disabilities on the free labour market and for 20 people with

developmentaldisabilitiesinForYouprotectedunit;trainingof357peopleinvariousseminars,

training courses, workshops, study visits on social economy; participation of 140 people with

developmentaldisabilitiesto10summerschools;141participationsto3nationalconferencesfor

people with developmental disabilities; distribution of 600 copies of the Community Social

ServicesforAdultswithDevelopmentalDisabilitiesandmore.

Together with the National Organisation for Handicapped People (ONPHR) and other 5

organisations,we have carried forward the activities of the ExcelNet project,which aims to

create a network of excellence centres in order to provide vocational rehabilitation and

integration services for people with developmental disabilities, as a vulnerable group on the

labourmarket.

Last year, in partnership with the other organisations

involved in the project, we organised at Timisoara a

national conference on quality in social services for

disabledpeople,weattendedtheEQUASSqualitysystem

selfcertification sessions together with the Portuguese

partner,wedevelopedsupportgroupmeetingsforpeople

with developmental disabilities, approaching discussion

topics regarding vocational integration, we assessed the

professional training opportunities for adults with

developmental disabilities and started an information

campaigntoattractnewbeneficiarieswithdevelopmental

disabilities.

ThroughtheTOPSIDEproject, implemented inpartnershipwithother6Europeanorganisations,

among which Inclusion Europe, we have organised training sessions for 7 people with

developmentaldisabilities,who learnthowtobecomepeersupportersandempowerthemto

helptheotherdisabledpeers.Thetrainingsessionswillbecarriedoutuntilthecompletionofthe

project (October 2013), during which we shall develop a set of training materials in order to

supporttheactivityofbothtrainersandtrainees(TrainersGuide,trainingcurriculaandeasyto

understand supportmaterials for training). In theautumnof2013,wearegoing toorganisean

informationcampaigninordertodisseminateprojectresultsinRomania,inordertoinvolveother

organisationsandsharewiththemtheworkmodeldevelopedduringthe implementationofthe

project.

4. LOBBYANDADVOCACYTheparliamentactivityinthedevelopmentaldisability

field has been continuously monitored. We have

carried out lobby initiatives with the Timis County

parliament representatives for the adoption of an

emergency ordinance regarding contracting social

services, modification of Civil Code in line with UN

Convention provisions regarding the rights of the

disabledpeople,by the introductionof thepartialor

limited guardianship system; modification of the

LabourCode, inorder toallowdisabledpeopleunder

guardianship to work under a work contract, with

her/his guardians consent, in protected units;

applicationfortheEuropeanSocialFundduring2014

2020 for the support and development of social

servicesfordevelopmentallydisabledpeople.

A comprehensive lobby and advocacy campaignwas carried outwith the support of the local

media and fellowrepresentatives of the NGO coalition for Structural Funds, in order to find

solutions to unlock 1400 projects financed by the Sectoral Operational Program for Human

ResourcesDevelopment (POSDRU) inRomania. For You Foundationhasbeen facing a severe

crisisduetothereimbursementsdelaysofthelasttwopaymentrequestsmadeforthefinancing

contractsignedinJuly2012.Thecrisisshallcontinue,unlessanimmediatesolutionisfound.

TheWorkMinistryhasbeennotifiedthatthenationalSocialAssistanceSystemisgoingthrougha

dramatic situation and a series of solutions have been proposed: unblock of social services

positions,sothat1personcouldbehiredfor2vacanciesinsteadof1personfor7vacancies,and

elaboration of special regulations for contracting social services, without which, the local

authoritiesareunabletocontractsocialservices.

5. SELFADVOCACYIn2012westartedthemovementofselfadvocacy, inwhichtherewere involvedover80young

people with intellectual disabilities from Pentru Voi

Foundation.Wemettwiceamonthtodiscussissuesoflife

and to find solutions together.Weattended tobeautiful

activities that approached us as a team (going to the

cinema, football, horse riding, photography workshop,

seminarinMamaia)andwemadeplansfor2013,theyear

wehopeselfadvocateshavingtheirownorganization.

6. OTHERACTIVITIESWe organized together with our partners The Special

Olympics Regional Games from the West part of the

country,and"PentruVoi"athleteswon19medals.

"PentruVoi"BandattendedtotheEurovision forpersonswith intellectualdisabilities in Ireland,

withthesongWhodoesntlikelove?wheretheIrelandPresidentcongratulatedpersonallyour

group.

WewereawardedthefirstplaceinthecreativecontestEuropAfficheinRomania,theprizebeing

avisittotheEuropeanParliamentinBrusselsforthe6youngstersoftheteam.

10 people participated to theDay of PersonswithDisabilities at the company Baumaxwhere

plantedflowersinpots,thenpaintedthemandofferedthemasgifttotheirlovedones.

Weorganizedaflashmobtoraiseawarenessonautism,withZumbaFitnessClubTimisoaraand

HDVStudio,whereattendedover200people.

Wetookpart intheMobilityWeekorganizedbytheMunicipalityofTimisoara,where15ofour

service users played various sports with other people with disabilities and athletes from

professionalsportsteamsofTimisoara.

TogetherwithErikaKempfweorganizeahippotherapysessionatthevillageIzvin,for12persons

withintellectualdisabilities.

Weekly, there were held Zumba sessions with Melania, for 30 young people with intellectual

disabilities,toimprovetheirphysicalconditionaswellastheirgoodmood.

7. VOLUNTEERINGLast year we had 15 volunteers involved in "A Friend to You" program, which occasionally

supported theoverallactivityof theFoundation.Theywentoutmonthlywithone serviceuser,

goingtothemovie,acoffee,afilmorwalkinginthepark.

We benefitted from the Flextronics corporate volunteer

program through which employees have painted the

protected housing DINA, also purchasing the needed

materials.

Volunteers fromContinental,with the supportofUnited

Way Romania, have arranged the green space from the

DayCentre"NewHorizons".Theymadethedesignofthe

project,plantedgrass,roses,andtreesandbuiltbenches.

During GeekMeet

we

started the achievement of

smartphoneapplicationforfundraising.

Through theVodafoneFoundationprogramProfessional

Volunteerwehadanewcolleague,whoworkedfor6monthswiththeteamofPentruVoi,and

waspaidbyVodafone.

8. FUNDRAISING2012wasayearofintensifiedfundraisingcampaigns.

The2%Campaignfocusedonraisingfundstofinalizethe

constructionof theDayCentre NewHorizons, for30

adults with intellectual disabilities. We raised 131.456

lei, for which we thank those that have targeted 2%,

helpingthestoryof"PentruVoi"tocontinuein2013.

At the end of the year,we conducted the fundraising campaign through sponsorship from re

directing20%oftaxcompanies.

Atthe"PentruVoi"Galawegatheredalmost6,000bytheparticipationof80representativesof

thebusinesscommunity,localauthorities,parentsandmassmedia.

TogetherwiththeAssociationTheBigScreen,withthesupportoftheGermanConsulate,Banat

Philharmonic and the German Cultural Centre, we have organized the fundraising show "The

AdventuresofthePrinceAhmed"whereweraisedalmost5,000.
